About this file
This is a Request for Quote (RFQ) for dental chairs and associated equipment for the St. Cloud VA Healthcare System, issued by the Department of Veterans Affairs Network Contracting Office 23.
The solicitation is a 100% set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) and seeks dental chair systems equivalent to A-Dec brand models. The requirement specifies 18 complete dental operatory units, each comprising an A-dec 511 patient chair, A-dec 532 TRAD delivery system, A-dec 545 assistant instrumentation, A-dec 521 doctor's stool, A-dec 522 assistant stool, syringe mini-head kits, motors, and miscellaneous components. All equipment must meet specific salient characteristics including a minimum 500-pound patient weight capacity, ability to lower to 14.5 inches or less, integrated pick-up tube systems, swivel capability of 60 degrees minimum, multi-position armrests, antimicrobial silicone waterlines, and digital touchpad controls. The government seeks a "plug and play" solution requiring no construction modifications to utilities, drains, or flooring. Offers must include pricing for labor/installation fees, blanket wrap shipping service, de-installation of existing equipment, optional trade-in of old chairs, component upgrades, and spare motors. Installation must occur in phases—four chairs monthly for three months, then three chairs for two months—scheduled after normal business hours to avoid disruption to patient care. The contract will be a single award, firm fixed-price purchase order with FOB destination delivery. Offers are due by 5:00 PM Central Time on Wednesday, August 19, 2026, and must be emailed to Joseph.Bennett@va.gov with the RFQ number in the subject line. Offers must include a completed Buy American Certificate, manufacturer authorization letter confirming authorized distributor status (not more than one year old), and VAAR 852.219-76 Limitations on Subcontracting Certificate. Award is anticipated by September 1, 2026. Equipment is expected to arrive within six weeks of award or offeror must propose an alternative delivery timeline. The government will evaluate all line items on a group basis using comparative evaluation procedures based on completeness and clarity of offer, technical compliance with specifications and delivery/installation capability, and price fairness and reasonableness. Past performance will be evaluated as part of the responsibility determination. Offerors must be registered in SAM at time of submission and award and must be certified SDVOSBs listed in the SBA certification database.

When a contract includes both services and supplies, the 50 percent limitation shall apply only to the service portion of the contract.
(2) Supplies/products.
(i) In the case of a contract for supplies or products (other than from a non-manufacturer of such supplies), the SDVOSB prime contractor will not pay more than 50% of the amount paid by the government to the prime for contract performance, excluding the cost of materials, to firms that are not certified SDVOSBs listed in the SBA certification database. When a contract includes both services and supplies, the 50 percent limitation shall apply only to the portion of the contract with the preponderance of the expenditure upon which the assigned NAICS is based.
