About this file
This is a federal contracting form—specifically, the Buy American Certificate (FAR 52.225-2, October 2022 version)—that serves as a template for offerors to certify compliance with Buy American Act requirements in federal procurements.
The certificate requires offerors to certify that each end product is domestic unless listed otherwise, and to separately identify foreign end products manufactured in the United States that do not qualify as domestic products. For foreign end products that are not wholly or predominantly iron or steel, offerors must indicate whether they exceed 55 percent domestic content, with an exception for commercially available off-the-shelf (COTS) items. Offerors must also separately list line item numbers for any domestic end products containing critical components, as defined in the solicitation's Buy American-Supplies clause. The template presented includes a table for foreign end products (requiring line item number, country of origin, and domestic content percentage information) and a section for listing domestic products with critical components. The form includes standard certification language requiring contractor signature, printed name, and date. The document notes that government evaluation will proceed in accordance with Federal Acquisition Regulation Part 25 policies and procedures. This particular template is marked as "N/A" for commercial items procurements, indicating no foreign end products or critical component listings are anticipated for that acquisition type.
