ABBREVIATIONS AND ACRONYMS

Abbreviation Description NCNR NIST Center for Neutron Research NBSR National Bureau of Standards Reactor COR Contracting Officer’s Representative LD2 Liquid deuterium LH2 Liquid hydrogen D2O Heavy water

1. INTRODUCTION

The National Institute of Standards and Technology (NIST) will install a liquid deuterium (LD2) cold neutron source that will replace an existing liquid hydrogen (LH2) cold neutron source. The LD2 source will shift the neutron spectrum to lower energies, with an average gain of 1.5 for neutrons with wavelengths greater than 0.4 nm, and a gain of 2 at 0.9 nm.

The LD2 cold neutron source architecture includes a LD2 cryostat, condenser heat exchanger, warm ballast tank, and interconnecting piping. This specification outlines the requirements for the interconnecting piping.

2. BACKGROUND

The NIST research reactor, NBSR (National Bureau of Standards Reactor), was designed from the beginning with a provision to add a cryogenically cooled moderator system, or cold neutron source. The initial design was a block of D2O ice, cooled to approximately 25 K by circulating helium gas. A water-cooled lead and bismuth gamma ray shield was included to reduce heating of the ice. The source was installed in the reactor in 1987. Its successful operation was a key to the development of the NIST Cold Neutron Research Facility, a large new experimental area constructed to take advantage of the longer wavelength neutrons produced by this source. The success of this facility, and the high national demand for cold neutrons, led to a design effort to develop a more intense cold neutron source, based on liquid hydrogen.

The first version of this source was installed in the NBSR in 1995 and resulted in a gain in cold neutron intensity of a factor of six. Further refinements of the design resulted in an additional gain of a factor of two for the LH2 unit installed in 2002 and currently in operation.

Nearly two-thirds of the experiments performed at the NCNR utilize cold neutrons with wavelengths greater than 4 Å.

The existing liquid hydrogen cold source that has been in use since 2002 was designed to optimize the flux of cold neutrons transported to the various scattering instruments in the guide hall. It was also designed to be passively safe and operate simply and reliably. All hydrogen system components are surrounded with monitored helium containments to ensure that there are at least two barriers between the hydrogen and the atmosphere.

3. SCOPE OF WORK

PAGE 14 OF 77 1333ND21QNB610162

This specification is for the detailed engineering design, fabrication, installation and testing of double-walled warm deuterium gas piping and associated infrastructure. This piping will provide interconnection between a 16 m3 warm deuterium ballast tank and an existing section of warm gas piping. The inner piping shall be designed to transfer deuterium gas from the cold source deuterium condenser to the ballast tank. The deuterium piping shall be surrounded with a jacket that will be filled with helium gas to prevent the possibility of undetected air from entering the deuterium system and to serve as the containment for any adverse deuterium-oxygen event.

A conceptual CAD model has been developed by NCNR personnel based on experience and expected operational parameters. The design model and other resource documents are included as part of this specification, see Appendix A.

The Contractor shall propose a mechanical design for manufacturing the piping based on the conceptual CAD model supplied by the government and all requirements specified herein. The Contractor shall perform a mechanical and hydraulic analysis for the piping as part of the scope of this work.

The Contractor shall develop a fabrication plan including all metallurgical processes, certifications and testing methodologies required, including detail design and shop drawings for the complete deuterium piping. The design and the position of the welds shall allow for examination in accordance with ASME/ANSI B31.3.

The performance of the deuterium process line has been determined by the NCNR. Therefore, any proposed changes to the design for manufacturing shall be reviewed and approved by the Contracting Officer’s Representative (COR).

Testing at the manufacturer’s facility prior to shipment of equipment to NCNR shall be performed in accordance with section 6.0. A representative of the government may elect to witness tests, e.g. helium mass spectrometer leak tests, performed by the Contractor.

The Contractor shall provide as-built drawings and 3-D CAD models (in a NCNR compatible format) in accordance with the deliverables section (see Section 10). The Contractor shall also provide design calculations and analyses, a quality assurance and fabrication plan, and other documentation as described in section 10.

4. DESIGN

4.1 General

The overall piping design is based on the mechanical, and space limitation analysis performed at the NCNR.

The design emphasizes simplicity, utilizes passive safety features, and provides complete blanketing of all deuterium-containing components with inert helium. The system has been designed such that a single point of failure of any component or weld cannot create a path for air to enter the deuterium space or deuterium to leak to the atmosphere.

The construction of the deuterium piping shall be state-of-the-art, taking into account thermal, hydraulic and mechanical aspects, adequate to ensure smooth operation throughout an expected lifetime of 40 years and suitable for continuous operation, with limited scheduled interruptions only. Its design shall be adequate to ensure no deterioration of mechanical properties within the operation lifetime.

The design, fabrication and testing of the piping shall comply with U.S. standards concerning occupational health, safety and environmental protection, as well as pressure equipment regulations and standards. Exception to pressure equipment regulations is stated in paragraph 5.8.1.

4.2 Description

The deuterium piping shall be assembled using all-welded construction, sub-assemblies consisting of a deuterium process pipe surrounded by a closely fitting helium jacket. Connections are made at each end of the deuterium process line and helium jacket to existing piping/vessels at the NCNR. Additionally, a short deuterium fill manifold is required that will connect to an existing vessel.

4.2.1 Deuterium piping

The inner process piping contains gaseous deuterium. Deuterium is transferred through the piping either to the LD2 moderator cryostat from the warm deuterium ballast tank, or vice versa, depending on whether the LD2 cryogenic system is operating. Condensing deuterium in the moderator draws

PAGE 15 OF 77 1333ND21QNB610162

warm gas from the ballast tank during operation, and vaporizing deuterium is transferred back to the ballast tank when the cryogenic system is shut down. The system is designed such that when operating, condensing deuterium reduces system pressure to approximately 1 bara. When the system is warmed up, the vaporizing deuterium increases system pressure to a maximum pressure of 5 bara.

4.2.2 Helium containment

The inner deuterium process piping is completely surrounded by a helium containment jacket. This serves to prevent the possibility of undetected air from entering the deuterium system and also serves as a monitored barrier against deuterium being released to the atmosphere.

The outer helium containment jacket is an external envelope housing the inner deuterium process pipe as well as its supporting structures. The outer helium jacket shall hold all forces from the inner deuterium process pipe. It shall be designed to allow all possible operating conditions, including all conditions that may occur during all possible failure modes (e.g. failure modes caused by a rupture of the inner process pipe or due to local damage of the external envelope).

4.2.3 Deuterium fill manifold

A manifold at the deuterium ballast tank is required for filling the vessel. The manifold shall include a 1” evacuation valve, two ½” pressure/sample valves, and a ¼” port for a NCNR supplied pressure transducer. See Figure 2 and paragraph 4.2.6.

4.2.4 Routings and interfaces

The piping shall be connected to an existing ballast tank located outside the west side of NIST building 235, room G-100 (Guide Hall) as shown in Figures 3 and 4. The piping will be routed through an opening in the outside Guide Hall wall approximately 30 ft. above grade, then along roof truss horizontally to the south wall of room G-100. It then is routed along the wall, through an opening in the south wall to room D200, where it will stop and be capped just before the interface with existing gas piping and a smaller, 2 m3 ballast tank as shown in Figure 5. Piping length is approximately 75 m.

Final connection of this pipe with the existing gas piping will be performed by the NCNR.

The deuterium fill manifold shall penetrate through the Guide Hall wall and terminate at the fill valve immediately inside the wall.

Interface with existing equipment shall be welded pipe – no brazed or flanged connections are allowed.

4.2.5 Supports and fixations

4.2.5.1 General

The supporting structures shall be designed to appropriately fix all deuterium piping to the concrete or metal structures at the NBSR building. External supports shall be designed for final fit on site to avoid interference with existing structures.

All parts of the supporting structures that will be in contact with the deuterium process pipe and helium jacket shall be made of the same material as the supported lines or compatible materials to avoid galvanic corrosion. All components necessary for installation and fixing shall be included in the scope of delivery.

The Contractor shall submit the designs and positions of the supports to NCNR at the occasion of the design reviews. The positioning and fixing of all support structures to the floors, walls, ceilings and supporting frame shall be approved by NCNR.

4.2.5.2 Internal supports

Internal process pipe supports where required shall support and guide the deuterium process pipe and keep internal displacement within admissible values. The design of any supports included shall ensure that the overall stresses in the deuterium process pipe remains within acceptable values.

PAGE 16 OF 77 1333ND21QNB610162

Fixed supports are fixation points of the process pipes to the external envelope that provide mechanical stability for the process pipes. They shall restrain displacements and rotations of the pipes and transfer weight and pressure loads to the helium jacket.

Sliding supports shall allow axial guidance and relative axial displacement of process pipes with respect to each other as well as with respect to the external envelope. They shall restrain lateral displacements and transfer weight loads to the external envelope.

Any supports included shall be designed to withstand the applied loads during the specified design cases including the pressure test without mechanical failure or permanent deformations.

The supports shall allow evacuating air from the helium jacket volume during vacuum pumping and subsequent helium filling of the jacket.

The design and validation calculations of the internal supports shall be submitted to the NCNR for acceptance at the occasion of the design reviews.

4.2.5.3 External supports

Internal supports shall be designed to transmit all applied loads from the internal piping due to pressure, weight and temperature to the helium jacket. The helium jacket in turn shall transmit all loads to external supports, which shall restrain displacements and rotations of the piping, and transfer their weight, pressure and temperature loads to the civil facility structures (floors, walls or ceilings). Sliding supports shall restrain lateral displacements and transfer weight loads only. The piping shall not transmit any loads to existing piping or equipment where they are connected.

The supports shall be designed to withstand the applied loads during the specified design cases without mechanical failure or permanent deformations. Their design shall allow for the positioning of the elements in the longitudinal, vertical and transversal directions during installation.

4.2.5.4 Piping guard / protection

Piping shall be suitably protected to prevent any objects from impacting and damaging the piping.

Outside the Guide Hall, the planned piping routing runs vertically along the building wall to an elevation of approximately 30 ft above grade, where it will then pass through a penetration (see 4.2.5.5) into the building. The piping run outside the building shall be covered with a guard to protect the piping. Inside the Guide Hall, the planned routing of piping from the ballast tank to the south wall of Guide Hall room D200 will provide adequate protection for the piping as it will run either behind existing structural columns or in the roof truss above the Guide Hall crane. However, from the ceiling to the final interconnection point in room D200, a guard is required to protect the piping. A notional design for a guard is shown in the model included in Appendix A to this specification.

4.2.5.5 Piping insulation

Piping routed outside the guide hall shall be insulated to minimize the influence of outdoor temperatures on the deuterium gas. Minimum acceptable insulation R value is R=3.

4.2.5.6 Penetrations

There are two piping penetrations entering the west wall of the Guide Hall. One penetration is for the piping run to room D200, and the other penetration is for a fill manifold terminating just inside the Guide Hall. The piping penetrations shall be sealed with a suitable weather seal.

4.2.5.7 Bollards/barriers/civil works

Outside the building, piping from the existing 16 m3 ballast tank shall be protected to prevent any objects from impacting and damaging the piping. Additionally, the area around the ballast tank itself is currently open with no protection. The Contractor shall provide bollards to surround the ballast tank to protect it from the risk of any vehicle colliding with the ballast tank. See Figure 6.

PAGE 17 OF 77 1333ND21QNB610162

Piping protection between the ballast tank and wall is required. The current design concept uses Jersey barriers to surround the piping. A suitable foundation is required for the barriers to sit on.

The location of the piping cabinet on the ballast tank is closer than 25 ft to the Guide Hall exit door. Consequently, a barrier wall near the exit door wall is required to comply with the NIST Authority Having Jurisdiction (AHJ) and with NFPA 50A. The notional location of this barrier is also shown in Figure 6.

4.2.6 Valves and instrumentation

No instrumentation is included in the scope of this specification. One evacuation valve and two pressure/sample valves are required on the fill piping at the deuterium ballast tank. Additionally, ¼” port for a pressure transducer (provided by NCNR) is required at the fill connection. See Figure 2 and drawings 002-2866 and 002-300 (Appendix A). All valves shall be bellow seal type to prevent any risk of leakage, no gasket sealed valve stems are allowed. All other valves in the system are the responsibility of NCNR. A ¼” port located near each end of the helium jacket shall be included for NCNR supplied pressure transmitters to measure helium jacket pressure.

4.2.7 Equipment identification and marking

The piping shall have visual certification of its identity and integrity. Pipes shall be permanently marked with producer, dimension, material and serial number. Marking shall not be done by stamping of the equipment itself, but rather by attaching labels to it. For all pressure bearing components enclosed in the helium jacket the identification plates shall be located on the external envelope.

5. FABRICATION AND PERFORMANCE REQUIREMENTS

The piping shall be designed to be fabricated with the following materials of construction at pressure and temperature conditions listed below:

5.1 Materials of Construction

All materials and components used in the construction shall be new and suitable for the use for which they are intended. For all pressure-bearing process pipes, the choice of materials shall comply with ASME/ANSI B31.3 and shall be fabricated of austenitic stainless steel.

Fixed supports of the process pipes and external jacket shall be made of the same material used for the pipes and jacket. Any sliding supports of process pipes shall be made of material compatible with the process pipe and jacket to avoid galvanic corrosion.

Outer helium jacket 2.5” ODT 5.25 bara 0-1.1 bara 230-340 K

5.3 Thermal and hydraulic design

Pressure drop shall be minimized by use of appropriate size pipe and optimized number of bends. Corrugated sections to accommodate piping expansion for the deuterium piping are not allowed, solid pipe only.

Corrugated pipe sections may be allowed for the outer helium jacket if required. The anticipated pipe size for the deuterium and helium jacket is shown in Table 5.2. Contractor shall propose final pipe size based on required flow rates and any other appropriate design considerations. Maximum estimated deuterium flow rate under failure conditions is 13 g/s. Final pipe size shall be approved by NCNR.

5.4 Welding

The fabrication and installation of the deuterium and helium jacket piping requires the implementation of many welds that directly affect mechanical performance, as well as the leak tightness of process gas carrying components and external envelopes. Therefore, all welding works shall meet the following requirements.

Process pipes, including fittings and T-pieces, shall be permanently joined by full penetration butt-welds. Fillet-welds are not accepted in process piping. The external envelope (helium jacket) shall be assembled by means of longitudinal or circumferential butt-welds with full penetration during fabrication. Final field welding of the helium jacket interconnections between assemblies may be made by means of fillet-welds.

The permanent joining of supports and assemblies to the process pipes may be performed via fillet or tack-welds provided that the process pipes are shielded with an appropriate inert gas during the welding operation.

Joint welds shall be performed using the Gas Tungsten Arc Welding (GTAW) process.

Welds shall be preferably executed with automatic orbital welding machines. However, manual welds are also acceptable. Permanent joining techniques other than welding are not allowed for process pipes and external envelopes.

PAGE 19 OF 77 1333ND21QNB610162

Welders and Welding Procedure Specifications (WPS) shall be qualified to ASME Section IX for all welding works performed by the Contractor or their sub-contractors. Each fabrication and installation weld joint shall be covered by a WPS. The Contractor shall guarantee that the WPS comply with the requirements of

ASME/ANSI B31.3.

The requirements applicable to the non-destructive tests (NDT) of welds are detailed in section 6.4 of this specification.

The Contractor shall collect all the information concerning welding works in a welding quality book. This book shall be opened at the design phase and closed at the end of the acceptance tests. The book shall include, but not be limited to, the following information:

Welding plan, Welding inspection records, Welding procedure specifications, Welding procedure qualifications, Qualifications for non-destructive control of welds, Welders’ qualifications, Non-destructive controls records, Welding inspection records.

5.5 Geometry

5.5.1 Deuterium lines

The deuterium line has been sized for efficient operation and to navigate around obstacles between the deuterium ballast tank and the interface with the existing piping. The proposed routing is shown in the model included in Figure 1 and Appendix A. Routing of the piping shall be proposed by the Contractor at the preliminary design review. Final routing is subject to approval by NCNR.

5.5.2 Helium jacket

The helium jacket surrounds and follows the same routing as the deuterium line. Final routing is subject to approval by NCNR.

5.6 Maximum Operating Conditions

The deuterium system has two normal operating modes, cold or warm. When operating cold, a portion of the deuterium inventory is liquefied in a cryogenic condenser heat exchanger, which reduces deuterium absolute pressure to approximately one (1) bara. When the cryogenic helium refrigerator is shut down, the liquefied deuterium vaporizes, increasing the system absolute pressure to five (5) bara maximum.

The jacket is pressurized with helium to approximately 1.1 bara. The helium system pressure remains unchanged for either the cold or warm deuterium operating modes.

5.7 Cleaning

All surfaces shall be free from moisture, dirt, organic compounds, scale, paint or other foreign matter. Shop fabricated components shall be suitably sealed to prevent contamination during shipment. Similarly, appropriate steps shall be taken to maintain piping cleanliness during installation at the NCNR. Cleaning procedures and precautions shall be included in the Contractor’s quality assurance and fabrication plan (see section 10).

5.8 Restrictions

5.8.1 Pressure relief valves are not permitted. Overpressure protection is the responsibility of the NCNR.
