About this file
This document is an Appendix E - Safety Requirements and Deliverables for a federal contract opportunity related to an Access Controls Upgrade project at the Ames National Laboratory.
The key details are:
- Contractors and subcontractors must demonstrate compliance with ACGIH TLVs, provide training records, SDSs, and other safety documentation.
- Contractors may encounter mercury, beryllium, asbestos, and radiological hazards and must take appropriate precautions.
- Electrical work must be performed by qualified personnel using proper procedures and PPE.
- Wall/ceiling/floor penetrations require review of historical records and non-destructive scanning to identify potential hazards.
- PPE requirements include standard PPE as well as respirators where necessary.
- Ames Laboratory will identify and mitigate asbestos and beryllium hazards prior to contractor work.
- Noise levels above 85 dBA require engineering controls or PPE.
This appendix provides detailed safety requirements for the Access Controls Upgrade project, but does not directly address the specific products or services being procured.

Appendix E – Safety Requirements and Deliverables
This appendix is not intended to be a comprehensive list. Additional documentation and requirements may arise as the project progresses.
1. Per DOE policy 851 Worker Protection Plan, Ames Laboratory contractors and subcontractors must demonstrate compliance with ACGIH TLVs, typically by industrial hygiene monitoring or objective third-party data.
2. All documentation must be available to Ames Laboratory upon request including, but not limited to: training records, medical clearance, SOPs, and SDSs shall be provided in conjunction with the hazard evaluation and hazard management statements.
3. Copies of SDS for all chemicals, compounds, coatings, paints, etc. which will be brought on-site must be submitted in conjunction with the hazard evaluation documentation, or as soon as it is determined it will be used.
4. Contractors may encounter mercury compounds while working in laboratory space, elemental mercury when removing drain traps, or mercury vapor via broken fluorescent lamps.
5. Contractors/Subcontractors are not to access interstitial spaces due to potential contamination (beryllium, radiological, asbestos, etc. concerns).
6. All construction debris will be surveyed before being removed from site.
7. Electrical work must be performed only by qualified and approved electrical workers, with approved equipment and PPE, using the electrical safe work practices. An electrical assessment and work plan must be reviewed by AHJ before work can be performed.
8. Failure to understand what may lie behind a penetration may lead to contact and exposure to hazardous materials, electrical and other utilities. Contact may result in serious injury, death and/or property damage.
a. Wall/ceiling/floor penetrations necessitate a review of historical records, engineering plans, and as-built drawings that pertain to the area/location where the penetration is planned.
b. Non-destructive scanning should be performed.
c. All drilling or cutting work should use double insulated tools and wear appropriate insulating gloves in the event a hidden live feed is encountered
9. Application of a mechanical lockout device and a tag on an energy isolation by a LOTO authorized person in accordance with established procedures to control hazardous energies and prevent the equipment from being operated until the lockout device is removed.
10. All ladder usage will comply with 29 CFR 1910.23 or 29 CFR 1926.1053 as applicable. All ladders will be visually inspected daily prior to use.
11. PPE - Standard PPE must be worn by persons performing or assisting with performing the work. This includes but is not limited to safety glasses with side shields/safety goggles and hard hats where overhead hazards exist. Additional PPE may be required depending on hazard and mitigation requirements.
12. Respirators may be required where:
a. Airborne concentrations are elevated and ventilation/engineering controls cannot sufficiently reduce airborne exposures
b. Large surface areas and substantial hand work are involved
c. When respirators are used a respiratory protection program must be developed and implemented which complies with 29 CFR 1910.134 or CFR 1926.103 as applicable.
d. Note that the Department of Energy requires that their contractors comply with the ACGIH TLVs (time-weighted averages, short-term exposure limits, ceilings).
13. Asbestos hazards or Potential Asbestos Containing Materials (PACM) will be identified by Ames Lab and mitigated by Ames Lab or a certified asbestos abatement contractor prior to work being performed by subcontractor.
14. Beryllium will be identified by Ames Lab and mitigated by Ames Lab prior to work being performed by subcontractor.
15. Due to Legacy Radiation in the Ames Lab complex, no making penetrations in walls and no entering of spaces marked with Radiation Contamination will be allowed by any personnel unless reviewed and approved by Health Physicist Group, and other supervisory staff as required.
16. Activities that produce noise above 85 dBA using ACGIH standards shall be accounted for using engineering control, or using PPE such as earplugs, earmuffs or a combination of.
