SECTION 01010

SUMMARY OF WORK

PART 1 - GENERAL

1.01 PROJECT DESCRIPTION

A. This project consists of new Barracks for the United States Department of Agriculture Forest Service Pacific

Southwest Region as shown on the contract documents prepared by Hilliard-Lau Architects, Inc.

B. The work consists of two new 1-story wood-framed buildings constructed on the Sierra National Forest.

C. The Work includes concrete, structural steel, waterproofing, wood frame construction, standing seam metal roofing, roof accessories, horizontal metal siding, sheet metal, exterior hollow metal doors and frames, interior solid core wood doors and frames, vinyl windows, hardware, glazing, interior finishes, appliances, furniture, plumbing, heating-ventilating-air conditioning, electrical systems, lighting, and communication systems.

D. Interior finishing and related construction, include interior partitions and permanent doors, and mechanical and electrical installations.

E. The work shall conform to the specifications and the Contract Drawings identified on the following index of drawings:

1.02 METHOD OF MEASUREMENT:

A. Units: There will be no separate measurement for individual items of work done under this Contract.

1.03 BASIS OF PAYMENT:

A. Payment: Payment will be made at the Contract price, as indicated in the Bid Schedule, and will include full compensation for the work described in the Contract. Payment will be made under:

1.04 CONTRACTOR USE OF PREMISES

A. General: During the construction period the Contractor will have full use of the barracks site for construction operations. The Contractor's use of the premises is limited to the barracks site and adjacent areas agreed upon by the Contracting Officer for storage of equipment and materials.

B. Sanitation: Sanitation facilities are to be provided by contractor.

C. Utilities: Water is available and may be used by the Contractor’s personnel. Electrical power is available at the construction site.

D. While performing the work the Contractor shall take reasonable precautions to protect adjacent properties from damage. The Contractor at no additional cost to the Government shall restore any damage or injury caused by the Contractor in the course of this work.

3.01 REQUIREMENTS OF REGULATORY AGENCIES

A. All work performed shall comply with health, safety and fire codes, OSHA regulations, and/or applicable regulations established by local, county and state codes.

PROJECT COORDINATION

1.01 SCOPE

A. This Section specifies administrative and supervisory requirements necessary for Project coordination including, but not necessarily limited to:

1. Coordination.

2. Contractor's personnel.

3. General installation provisions.

4. Cleaning and protection.

1.02 COORDINATION

A. Coordination: Coordinate construction activities included under various Sections of these Specifications to assure efficient and orderly installation of each part of the Work. Coordinate construction operations included under different Sections of the Specifications that are dependent upon each other for proper installation, connection, and operation.

1. Where installation of one part of the Work is dependent on installation of other components, either before or after its own installation, schedule construction activities in the sequence required to obtain the best results.

2. Where availability of space is limited, coordinate installation of different components to assure maximum accessibility for required maintenance, service and repair.

3. Make adequate provisions to accommodate items scheduled for later installation.

B. Conservation: Coordinate construction activities to ensure that operations are carried out with consideration given to conservation of energy, water, and materials.

1.03 SUBMITTALS

A. Coordination Drawings: Prepare and submit coordination Drawings where close and careful coordination is required for installation of products and materials fabricated off-site by separate entities, and where limited space availability necessitates maximum utilization of space for efficient installation of different components.

1. Indicate required installation sequences.

2. Comply with requirements contained in Section "Submittals."

PART 3 - EXECUTION

3.01 GENERAL INSTALLATION PROVISIONS

A. Inspection of Conditions: Require the Installer of each major component to inspect both the substrate and conditions under which Work is to be performed. Do not proceed until unsatisfactory conditions have been corrected in an acceptable manner.

B. Manufacturer's Instructions: Comply with manufacturer's installation instructions and recommendations, to the extent that those instructions and recommendations are more explicit or stringent than requirements contained in Contract Documents.

C. Inspect materials or equipment immediately upon delivery and again prior to installation. Reject damaged and defective items.

D. Provide attachment and connection devices and methods necessary for securing Work. Secure Work true to line and level. Allow for expansion and building movement.

E. Visual Effects: Provide uniform joint widths in exposed Work. Arrange joints in exposed Work to obtain the best visual effect. Refer questionable choices to the Contracting Officer for final decision.

F. Recheck measurements and dimensions, before starting each installation.

G. Install each component during weather conditions and Project status that will ensure the best possible results. Isolate each part of the completed construction from incompatible material as necessary to prevent deterioration.

H. Coordinate temporary enclosures with required inspections and tests, to minimize the necessity of uncovering completed construction for that purpose.

I. Mounting Heights: Where mounting heights are not indicated, install individual components at standard mounting heights recognized within the industry for the particular application indicated. Refer questionable mounting height decisions to the Contracting Officer for final decision.

3.02 CLEANING AND PROTECTION

A. During handling and installation, clean and protect construction in progress and adjoining materials in place. Apply protective covering where required to ensure protection from damage or deterioration.

B. Clean and maintain completed construction as frequently as necessary through the remainder of the construction period. Adjust and lubricate operable components to ensure operability without damaging effects.

REGULATORY REQUIREMENTS

1.01 SCOPE

A. This section describes the codes and standards which apply to the work in this contract. Additional codes and standard may be cited in sections to which they apply.

1.02 CODES AND STANDARDS

A. The following codes and standards shall apply to the work in this contract:

B. Unless otherwise specified in this contract, reference to a specific standard or specification shall mean the latest edition or amendment in affect on the date of the invitation to bid.

1.03 DEFINITIONS

A. Administrative Authority as used in the Uniform Mechanical Code, the Uniform Plumbing Code and the National Electrical Code will be the Contracting Officer.

B. Building Official as used in the Uniform Fire Code, International Building Code Standards will be the

Contracting Officer.

SECTION 01300

SHOP DRAWINGS AND SUBMITTALS

1.01 SCOPE:

A. Perform all work necessary and required for the construction of the project as indicated. Such work includes but is not limited to the following:

1. Shop Drawings

2. Samples

3. Catalog Data

1.02 SUBMITTALS

A. Submittals shall include all pertinent data required to understand the quality of components, dimensional relationships, integration with other materials, assembly techniques, structural aspects, color, finish, texture, and other such characteristics as may be necessary to fully describe the item and its intended use.

PART 3 - EXECUTION

3.01 SUBMITTALS

A. Submittals and shop drawings shall be submitted in a timely fashion to allow 21 days for review by the

Government. "No work shall begin until shops drawings and submittals are approved".

3.02 SHOP DRAWINGS

A. Original Submittal: A reproducible and three copies of all shop drawings shall be submitted for approval as required under 3.01 above prior to fabrication, installation or order placement to allow for checking and coordination. The reproducible will be retained by the Contracting Officer.

B. Resubmittal: When a resubmittal is required, one print so indicating will be returned to the Contractor.

After revision of the original, a new reproducible and three copies shall be submitted for approval.

C. Approval: Once approved, stamped documents shall be returned to the Contractor and shall be complied with as noted. Variation from the approved documents shall be likewise submitted and approved before being carried out.

3.03 SAMPLES

A. Original Submittal: Two samples of each item for which samples are required, unless otherwise specified, shall be furnished for approval. Approval shall be obtained prior to delivery of the material to the project site. These samples shall be representative of the actual material proposed for use in the project and of sufficient size to demonstrate design, color, texture and finish as they will appear in the completed installation.

B. Resubmittals: All rejected samples will be returned upon request and any or all resubmittals required shall consist of two new samples.

C. Approval: Upon approval, one sample so noted will be returned and the remainder will be retained by the

Contracting Officer until completion of the work. When requested, all approved samples will be returned for installation providing identity is maintained in an approved manner until final acceptance of the project.

3.04 CATALOG DATA

A. Submittals: Four copies of catalog data are required for the original submittal and each resubmittal.

Catalog data shall be submitted along with shop drawings. One copy will be returned unless additional copies are requested.

B. Data: Each submittal shall have all pertinent data contained therein that is applicable to the item submitted for approval.

3.05 IDENTIFICATION

A. Catalog Data: Each separate catalog brochure or page submitted shall have the identification shown.

Catalog of brochures submitted containing multiple items for approval need have only cover identification.

In such cases the identification shall include page and catalog item numbers.

B. In the event one or more of the multiple items are not approved in any submittal, the additional copies required will not be requested until all items are approved.

SECTION 01401

QUALITY CONTROL AND QUANTITY MEASUREMENT

1.1 SCOPE: This work shall consist of providing quality control in conformance with the Inspection of

Construction provisions of this contract to ensure compliance with the drawings, specifications, and provisions of the contract, and measuring the quantities of completed work in conformance with the provisions of the applicable specifications. The Contractor shall provide all personnel, equipment, tests, and reports necessary to meet the requirements of this specification.

1.2 RELATED WORK: The work shall be in accordance with the following subsidiary specifications. The subsidiary specifications are referred to in the text by the Section designation only.

1.3 MEASUREMENT AND PAYMENT: No payment under this section.

Payment will be prorated on the percentage of work accomplished on the related pay item that meets specifications.

PART 2 - PRODUCTS (Not Applicable)

3.1 QUALITY CONTROL SYSTEM AND QUANTITY MEASUREMENT:

A. The Contractor shall provide and maintain a quality control system that will ensure that all services, supplies, and construction required under this contract conform to the contract requirements. The Contractor shall perform, or cause to be performed, the sampling, inspection, and testing required to substantiate that all supplies, services, and construction conform to the contract requirements.

B. The Contractor shall also perform, or cause to be performed, all measurement of quantities of materials incorporated into the work or work processes that are to be measured under the provisions of the contract.

C. Quality Control Plan - The Contractor shall submit in writing the following:

1. Authorities and responsibilities of inspection and testing personnel.

2. Experience and qualifications of inspection and testing personnel to be assigned and name and location of any (for hire) testing facility to be used.

D. Approval of Quality Control Plan - The Contractor's proposed quality control plan for all items requiring quality control shall be submitted to the Engineer for review prior to the Contractor commencing work. Within 5 days of receipt of plan, the Engineer shall notify the Contractor whether the plan adequately covers quality control requirements. Construction work shall not be performed prior to Contractor's receipt of written approval of the proposed plan. The Contractor shall submit to the Engineer, in writing, any proposed changes in the approved quality control plan. Proposed changes shall not be put into effect until approved in writing by the Engineer.

E. Sampling, Testing, Inspection, and Measurement of Quantities - The Contractor shall provide and maintain appropriate measuring and testing devices, equipment, and supplies to accomplish the required measurement, testing, and inspection in a timely manner. Tests, measurements, and certifications shall be made as required by the drawings and specifications. The Contractor shall take samples and perform inspections and tests necessary to achieve the quality of construction required by the contract and make required measurements of work under this contract performed onsite or offsite.

Sampling and testing frequency for specific items shall be shown on the Drawings, Specifications or in the table below.

Field density tests shall be performed in the presence of the Contracting Officer and at locations agreed upon with the Contracting Officer.

3.2 RECORDS OF INSPECTION, TESTS, AND MEASUREMENT:

A. Inspection and Tests - The Contractor shall maintain current records of all inspections and tests performed.

The following format or one containing the following information will be acceptable to the government:

The Contractor shall certify in writing that all inspections and tests were performed in accordance with specifications.

B. As-built Drawings - The Contractor shall maintain a set of the contract drawings depicting as-built conditions. These drawings shall be maintained in a current condition and shall be available for review. All variations from contract drawings shall be indicated in red on the drawings. Upon completion of the contract work, as-built drawings shall be submitted to the Engineer.

3.3 CERTIFICATIONS AND MEASUREMENTS:

A. Offsite Produced Materials - The Contractor shall furnish certificates executed by the manufacturer, supplier, or vendor, stipulating that all offsite produced materials incorporated into the work meet the applicable requirements shown on the Drawings or stated in the specifications. Incidental purchases needed to remedy minor shortages of material shall be certified by the Contractor.

B. Quantity Measurements - The Contractor shall make all measurements for computation of quantities for all work items except those specified for payment by Designed Quantity (DQ). The Contractor shall compute the quantities for periodic progress payments; the Engineer will compute the quantities for the final payment based on measurements taken by the contractor. All Contractor measurements are subject to verification. The Contractor shall submit all field notes, calculation sheets, and other data used to determine quantities. The Contractor shall certify in writing as to the accuracy of the measurements and computations submitted.

PROJECT CLEAN UP

1.01 DESCRIPTION

A. This section covers the disposal of excess material from clearing and grubbing, excavation, building construction, cleaning or any other operation in which waste is generated.

1.02 MEASUREMENT AND PAYMENT

A. No separate payment shall be made for work specified in this section. Compensation for this work will be considered included in the payment for the completed project.

PART 3 - EXECUTION

3.01 WORKMANSHIP

A. The Contractor shall provide refuse containers and proper disposal at weekly intervals for solid wastes generated by Contractor’s employees.

B. All debris and unused material shall be removed from the site. All debris shall be disposed of off

National Forest land in accordance with local regulations. Site shall be restored to as near its original condition as possible.

C. Concrete trucks shall not be washed out in the project area. Burning of material is not allowed.

D. At substantial completion the building shall be swept clean of all debris and dust. Windows and roof shall be cleaned of all dust and marks.

MOBILIZATION 01900-1

SECTION 01900

MOBILIZATION

1.01 SCOPE:

A. This work consists of preparatory work and operations necessary for the movement of personnel, equipment, supplies, and incidentals to the project site, and for all other work and operations that must be performed or that cause costs to be incurred prior to beginning work on the various items on the project site.

1.02 MEASUREMENT AND PAYMENT

A. The accepted quantities will be paid for at the contract unit price for Item No. 4, Mobilization.

B. Progress payments will be made as follows:

1. The Government will pay to the Contractor in the first progress payment the total premium paid by the Contractor to obtain bonds. This payment shall not be in addition to the contract price and will be included in Item 4, Mobilization.

2. When 5 percent or more of the original contract amount is earned from other pay items, 50 percent of the amount for mobilization, or 5 percent of the original contract amount, whichever is less, will be paid.

3. When 10 percent or more of the original contract amount is earned from other pay items, 100 percent of the amount for mobilization, or 10 percent of the original contract amount, whichever is less, will be paid.

4. Upon completion of all work on the project, any unpaid amount for Item 4, Mobilization, will be paid.

C. The total of all payments will not exceed the original contract amount for Item 4, Mobilization.

CONSTRUCTION STAKING

1.1 DESCRIPTION OF WORK

A. This work shall consist of the construction staking of the project by the methods specified herein, or another acceptable coordinate geometry method. The items to be surveyed and staked include taxi-lanes, aprons, roadways, buildings, loading pads, sidewalks, underground utilities and other related site work AS SHOWN ON THE DRAWINGS, from coordinates and control points AS SHOWN ON THE DRAWINGS. The work includes furnishing all labor, equipment, instruments, stakes, materials, transportation, and other incidentals necessary to complete the construction staking in accordance with these specifications and acceptable engineering practice. The work shall also include setting grade-finishing stakes and/or red and blue tops for paving and concrete forming.

B. Construction staking shall be accomplished under the direction of a Professional Engineer or

Land Surveyor registered in the state of the construction project. The Professional Engineer or Land Surveyor will be closely associated and familiar with the construction staking;

periodic visits to the project site are required.

PART 2 - MATERIALS

2.1 STAKES

A. All stakes shall have the nominal dimensions listed below. Identification stakes shall be of sufficient length to provide a solid set in the ground and to provide space for marking above ground when applicable. Other dimensions and materials may be used, such as steel reinforcing bars, wire flagging and markers, and metal pins, if approved in writing by the Contracting Officer. The top 2 inches of all slope, guard, reference, clearing, and structure stakes shall be painted or marked with plastic flagging. Colors used on stakes or for flagging shall be as listed below.

B. Stakes shall have the nominal dimensions of 1”x 2”x 18”. Colors for paint and flagging shall be as follows or as agreed to by the Contracting Officer:

2.2 SUBMITTALS

A. Paper for survey notes shall be moisture resistant paper. All notes shall become the property of the Government. Submit notes contained in books with covers that will protect the contents and retain the pages in numerical sequence during field use. The Contractor shall furnish field notebooks and note paper. The field books used shall include notes for this project only. If the field data is collected electronically, field books shall be submitted as described in 3.1.C.

B. Upon completion of a portion of any staking involving grading, a cut sheet shall be prepared showing, at a minimum, point number or station, offset (if any) stake elevation, proposed grade and cut or fill. The Contractor shall submit one (1) copy of the cut sheets to the Contracting Officer in addition to any copies required by the Contractor's work crews.

C. At the conclusion of construction, a set of construction drawings reflecting the actual locations and elevations of all contract features, as constructed, shall be submitted to the

2.3 GOVERNMENT FURNISHED DOCUMENTS

A. The Contractor shall be furnished drawings, location, coordinates and elevations of control points. All documents shall be returned to the Contracting Officer.

PART 3 - EXECUTION (SURVEY REQUIREMENTS)

3.1 SURVEY NOTES

A. The Contracting Officer shall approve format for submitted slope stake notes. A sample format will be supplied upon request from the Contractor.

B. Manually recorded survey notes shall be printed in characters at least 0.15 inches height and shall be legible at a distance of 2.5 feet. Errors shall be deleted by lining out. Date, crew names, and positions, instrumentation, and weather shall be recorded in the notes at the beginning of each day’s work. The party chief shall sign or initial each page of the notes immediately after the last entry for each day’s work.

C. Electronically recorded survey notes shall be consecutively numbered and headed to identify the contents. The electronic survey information shall be supplied on a 3.5” floppy disk or on in CD format. Electronic information shall be AutoCAD R14 compatible. Points shall be identified to correspond to the drawings or identified appropriately on the electronic file.

The notes shall be supported and accompanied by a bound Day Book that records the project name and for each day identifies date, crew names and positions, instrumentation, weather, type of survey, stationing of sections between which survey was performed, and survey data or sketches that cannot be electronically recorded. The party chief shall sign or initial the electronically recorded note and Day Book immediately after the last entry for each day’s work.

3.2 MARKING STAKES

A. All stakes shall be legibly marked in a format approved by the Contracting Officer. A sample format will be provided upon request from the Contractor. Marking shall conform to the nomenclature below or as agreed to by the Contracting Officer:

3.3 PRECISION AND ACCURACY REQUIREMENTS

A. Establishing Coordinate Layout Points, including points for Centerline for Roadway and Taxiway, AS SHOWN ON THE DRAWINGS.

1. Minimum Position Closure: 1/5000

2. Angular Accuracy 2 sets, direct/reverse, 20” rejection limit

3. Vertical Closure 0.01 ft/100 ft

4. Horizontal and vertical accuracy for slope stake, slope stake references, and clearing limits in feet or percentage of horizontal distance measured from control point, coordinate point or reference stake; whichever is greater:

a. Slope reference stakes and slope stakes = 0.15 ft or 0.6%.

b. Clearing limits = 1.0 ft.

C. Maximum allowable deviation from construction stakes and drawings:

1. Base Course Width = +0.2 feet

2. Sub Grade Elevation = +0.05 feet

3. Centerline and Offset Alignments = +0.1 feet

4. Slopes and Earthwork (Percent Slope) = +3%

5. Curbs, Gutters, Sidewalks, Drainage and Other Structures

a. Elevation = +0.1 feet

b. Horizontal = +0.1 feet

6. Utilities

a. Elevation = +0.1 feet

b. Horizontal = +0.1 feet

3.4 SURVEY CONTROL POINTS AND BENCHMARKS

A. In the process of preparing the topographic map of the project site, prior to design, a network of survey control points/benchmarks has been established on the ground. The coordinates and elevations of these physical markers, and their locations, are AS SHOWN ON THE DRAWINGS, and form the basis for construction staking. All horizontal and vertical control shall be generated from these control points. Depending upon the layout of the proposed project, control points may be required in additional and/or alternative locations. It is the responsibility of the Contractor to maintain existing control points and set supplemental points as required for proper staking.

B. Physical standards for new and replacement markers:

1. Markers set in ground shall be rebar or pipe at least 1/2 inch in diameter and 18 inches in length, with a metallic cap at least 1.5 inches in diameter.

2. Markers set in existing pavement or other hard surfaces may be 40 penny or greater nails or "PK" nails with a metallic disc or washer at least 1.5 inches outside diameter.

3. At a minimum, the cap or washer will be stamped with the unique identifying point number. This number is typically the next unused number in the series indicated by the existing control points provided by the Forest Service. Other markings may include "CP", and "USFS" or the name of the firm setting the point. If the Contractor's surveyor has similar markers with pre-stamped markings, these may be used. However, some markings must be added or deleted to indicate that the marker is not a property or land boundary monument.

C. Method of survey for new survey control points:

1. New control points will be set by traversing through the new points and two (2) existing control points and measuring the closing angle at the second existing point.

If ratio of closure meets the precision and accuracy standards defined in paragraph 3.3 above, the coordinates of the new points will be adjusted by any standard traverse adjustment method.

2. Where single control points are added between two (2) existing points, the new point may set as in C.1, or by locating the new point from two (2) existing points. If the error circle for the two different coordinate positions meets the precision and accuracy standards defined in paragraph 3.3 above, the coordinates of the new point will be the mean of the two observed positions.

3. Conventional differential levels or three-dimensional traverse (“trig. levels”) may be used to determine elevations as long as closures meet the precision and accuracy standards defined in paragraph 3.3 above.

3.5 DISCREPANCIES

A. The Contractor shall compare the staked coordinate points with the design coordinate points.

Differences between previously recorded and observed elevations of benchmarks shall be referred to the Contracting Officer. Differences exceeding 1/2 degree in angle from the alignment data AS SHOWN ON THE DRAWINGS and the alignment observed on the ground shall be referred to the Contracting Officer. Differences in elevations exceeding 1/2 foot at any two or more consecutive points shall be reported to the Contracting Officer for evaluation and possible revision. Staking of these areas shall be deferred until the Contracting Officer resolves these differences.

B. Simple adjustments such as blending fillet curves to remove overlaps shall be completed by the Contractor by adjusting the radius of the smaller curve. All other necessary adjustments shall be referred to the Contracting Officer.

3.6 CLEARING LIMIT, SLOPE, AND REFERENCE STAKES

A. Clearing limits shall be staked when requested by the Contracting Officer.

1. The clearing limits shall be located on the ground to the dimensions AS SHOWN ON THE DRAWINGS or specified by the Contracting Officer.

2. The location shall be within the tolerances specified in paragraph 3.3.

3. The clearing limits shall be marked with lath, flagged, or other methods approved by the Contracting Officer.

B. Slope catch points and slope reference stakes shall be established. The position of these stakes shall be determined by methods that will produce on the ground the designed template AS SHOWN ON THE DRAWINGS to the precisions shown above and specified for this

1. The elevation and location of slope reference stakes shall be verified for accuracy by differential leveling between slope reference stakes of adjacent points.

a. Where the difference in reference stake elevation between that established by slope staking and that observed by differential leveling exceeds the allowed tolerance, the slope stake shall be reset.

2. Record on the reference stakes the horizontal distance to the nearest coordinate point and the vertical distance to the construction grade.

3. The offset from the slope stake catch point and slope stake catch point information shall be recorded on the reference stake and in the slope stake book.

4. Method for recording slope stake information on reference stakes shall be approved by the Contracting Officer.

3.7 MONUMENTS OF PROPERTY BOUNDARIES OR SURVEYS OF OTHER AGENCIES

A. If property boundary or survey monuments, or survey markers of other agencies, are found within or adjacent to the construction limits, the Contractor shall immediately notify the

3.8 STAKING DRAINAGE AND OTHER STRUCTURES

A. Stakes shall be set at all drop inlet and manhole locations. A reference stake and hub shall be set on the centerline 10 feet from each end or beyond the clearing limit, whichever is greater.

The following shall be recorded on these stakes:

1. Diameter, size and type of structure.

2. The vertical and horizontal distance from hubs to the centerline invert.

B. The Contracting Officer prior to commencement of construction shall review other structures located in conjunction with site staking. Adjustments necessary for any relocation of said structures shall be furnished to the Contractor. This shall be considered a changed condition.

3.9 GRADE FINISHING STAKES

A. Finishing stakes shall be set. Sub grade finishing stakes shall be blue tops. Base course finishing stakes shall be red tops.

B. Stakes shall be nominal 1-inch by 1-inch hubs and shall be of sufficient length to provide a solid set.

C. Finishing stakes shall be placed at all centerline stations established. Stakes shall be set at Centerline and at the edge of finished surface.

D. Finishing stakes shall be set when sub grade is within 0.5 feet, or base course is within 0.2 feet of final grade. The stakes shall be set to the nearest 0.02 feet of the measured grade line.

3.10 STAKE APPROVAL AND MAINTENANCE

A. Construction work shall not begin within an area of the site until the Contracting Officer has approved the stakes, marks, and controls established by the Contractor in writing. The minimum segment for approval shall be 20,000 sq. ft. of the project.

B. Approval of the construction staking will not relieve the Contractor of the responsibility for maintaining the survey work and for correcting errors, whether the errors are discovered during the actual survey work or in subsequent phases of the project. Stakes will be maintained or referenced with the appropriate staking format.

SECTION 02100

CLEARING AND DEMOLITION

PART 1 GENERAL

1.01 SCOPE

This work shall consist of all site clearing and demolition required to complete the Project as indicated by the Contract Documents and Drawings. The work includes, but is not limited to, removal and disposal of all existing vegetation, and loose earth material. Inorganic material is the responsibility of the Contractor and shall be removed from Forest Service lands, in accordance with State and local regulations.

1.02 MEASUREMENT

Measurement and/or payment will be made for the work described in this Section

AS SHOWN IN THE SCHEDULE OF ITEMS.

PART 2 PRODUCTS

Not applicable

PART 3 EXECUTION

3.01 GENERAL

All designated materials and debris are to be removed unless specifically identified.

Work shall be confined within the designated construction limits AS SHOWN ON

THE DRAWINGS.

3.02 CLEARING THE EXISTING ROAD LENGTH

A. Existing road shall be cleared by the Contractor.

B. Existing road shall have a stabilized aggregate layer with either imported or in-place aggregate, AS SPECIFIED IN THIS CONTRACT.

3.03 VEGETATION CLEARING

A. Within the clearing limits, removal of trees and stumps shall be cut flush with ground surface. Branches on remaining trees and shrubs shall be trimmed to give a clear height of 14 feet above roadbed. Tree limbs shall be trimmed as near flush with the trunk as practicable.

B. Treatment of construction slash shall be accomplished by the following methods:

1. Tops and limbs up to 8" in diameter and longer than 2 feet in length shall be processed through a chipping machine. Chips shall be

deposited on embankment slopes or outside the roadway to a loose depth not exceeding 6 inches. Vegetative material less than 2 feet in length and 1 inch in diameter may be scattered within the clearing limits.

2. Merchantable timber designated for removal shall become the property of the Contractor without charge and removed from Government lands.

The volume of timber removed will be scaled by the Government after falling and decking, before logs are transported from the decking areas.

All saw logs from the Contract area shall be hammer branded on both ends with a brand assigned by the Government. All saw logs shall be painted on both ends with highway yellow paint. Highway yellow paint shall be lasting quality (oil base or equivalent). Minimum acceptable size of paint spot is equivalent to a 2-inch circle. Marks made with "paint sticks" shall not be accepted. Hammer brands shall be 2 inches minimum dimension.

3. Unmerchantable timber designated for removal and exceeding 6 inches in diameter shall be cut into lengths not to exceed 12 feet, all limbs removed, and placed in decks. Decks shall be stable and free of brush and soil.

4. Stumps shall only be removed by APPROVAL OF THE CONTRACTING OFFICER, removal shall be from government land by the Contractor, or as directed by the Contracting Officer.

3.04 SOIL LITTER

Accumulations of vegetative materials laying on top of the mineral soil (ie. pine needles and duff) shall be removed and conserved for spreading over disturbed areas.

3.05 UTILITIES (If applicable)

All below-grade utility services not designated to remain shall be disconnected, capped and plugged. All above-grade utilities not designated to remain shall be removed and disconnected, capped and plugged below grade to a depth of 2 feet or to the lateral connected to, whichever is less. The Contractor shall coordinate with the affected utility companies prior to starting work.

3.06 TRANSPORTATION

All materials designated to be salvaged shall be carefully removed. The materials shall be delivered to the locations SHOWN ON THE DRAWINGS or AS APPROVED BY THE CONTRACTING OFFICER, and neatly stacked. The Contractor shall coordinate the transportation and delivery of these materials with the Contracting Officer a minimum of 5 working days prior to the proposed moving date.

3.07 DISPOSAL

All demolition materials, not designated for salvage, shall be disposed of off National Forest lands, in accordance with State and local regulations. Burning of removed materials will not be permitted on project site.

SECTION 02200

EARTHWORK

This work consists of all excavation, compaction, grading, trenching, fill, and backfilling for all parking areas, roadways, utility lines, building pads, walks and miscellaneous site items. Earthwork shall include but is not limited to the following:

A. Excavate to levels and lines required for foundations, trenches and other subgrade work.

B. Fill and backfill to grades indicated, including the importing of approved off-site borrow material.

C. Removal of unsuitable subgrade material and replacement with acceptable material.

D. Compaction

E. Rough and finish grading to levels and lines indicated.

F. Granular rock base, sand, and vapor barrier AS SHOWN ON THE DRAWINGS for slabs on grade.

G. Provision of erosion, sedimentation and dust control.

1.02 PROTECTION

Furnish, install and maintain all supports, shoring and sheet piling required to support the sides of excavation and to protect adjacent work or existing improvements.

1.03 VERIFICATION OF CONDITIONS

The Contractor shall carefully examine existing conditions and information, shall become familiar with the nature and location of the work, the conformation of the ground, the nature of subsoil conditions, groundwater conditions, nature and extent of materials or existing improvements to be encountered and any and all determinable matters that can affect the work, prior to beginning work.

1.04 MEASUREMENT

Measurement and/or payment will be made for the work described in this Section as SHOWN IN THE

SCHEDULE OF ITEMS.

2.01 SITE BORROW MATERIAL

Imported borrow material shall be nonexpansive and predominantly granular soil or soil rock mixture which is free from organic matter and other deleterious materials and rocks over 3 inches in diameter.

The borrow source location will be designated, approved and staked by the Forest Service.

2.02 BACKFILL - STRUCTURES

A. General. All fill material shall be approved by the Contracting officer. Excavated materials from the site may be used if approved. Imported fill shall be nonexpansive and predominantly granular soil or soil-rock mixture which is free from organic matter and deleterious substances and which does not contain materials over two inches in greatest dimension. Material having a dimension greater than 1-1/2 inches shall not be used in the upper six inches of fill. Liquid limit shall not exceed 20; plasticity index in accordance with ASTM D4318; sieve analysis in accordance with

ASTM C136.

B. Material for use behind retaining walls and exterior foundation walls as compacted backfill shall consist of approved sound, hard, durable, well-graded sands and gravels.

C. Material for use as building and foundation subgrade compacted backfill shall consist of approved well graded, clean sands and gravels.

2.03 TRENCH BACKFILL MATERIALS

Trench Backfill Materials are designated ON THE DRAWINGS and shall be as follows:

A. Native Backfill Materials: Excavated native material with all organic and 4 inch oversize material removed.

B. Select Native Backfill Material: Excavated native material with all organic and 2 inch oversize material removed.

C. Sand Bedding Material: Shall conform to the Table below:

2.04 IDENTIFICATION TAPE (UTILITY LINES)

Identification tape shall be minimum 2-inch wide "Idento-Tape" as manufactured by Allen Systems, Inc., or approved equal. Tape shall be color coded to correspond with the utility below. Where there are multiple utilities, the tape shall be 6 inches wide and read "Utilities Buried Below". A #14 CU locating insulated conductor wire shall be strapped to any run, water, sewer or gas line over 5 feet in length and stubed off at 12 “ minimum above ground at the ends of the rise or sweeps inside valve boxes and marked with an unremovable aluminum tag with the corresponding utility

2.05 ROCK BASE FOR SLABS ON GRADE

Aggregate material shall be crushed stone or gravel free of organic matter and other deleterious materials.

Material shall be graded as follows:

3.01 GENERAL

Topographic drawings of the project are intended for reference only. Contractor shall verify all actual site conditions, levels and grades prior to beginning work and inform the Contracting Officer as to any discrepancies that exist, prior to start of work.

3.02 EXCAVATION AND DISPOSAL

All excavations of every description and of whatever substances encountered shall be performed to the depth indicated on the drawings or staked on the ground. All materials shall be piled in an orderly manner a sufficient distance from the banks of an excavation to avoid overloading and to prevent slides or cave-ins. Any excess excavated material may be utilized in other work areas, provided it is suitable material. Sheeting and shoring should be used as is necessary for the protection of the work and for the safety of personnel. Excavations shall be by open cut. Whenever depth of excavation exceeds 5 feet, the surface shall be sloped back at a 1-1/2 to 1 slope or the excavation shall be shored, as per OSHA requirements.

3.03 SITE EXCAVATION

The existing surface materials shall be removed in accordance with Section 02100. All suitable excavated material remaining after the demolition is accomplished shall be used in the construction of subgrades, shoulders, slopes, bedding and backfill for trenches and structures and backfill of future landscape areas.

3.04 TRENCH EXCAVATION

A. Trenches shall be of the necessary width for properly laying utility lines. Water line trenches shall be uniformly graded to avoid high points that would necessitate the placing of air valves in the water lines. Trenches shall be of a depth to provide the minimum cover over the utility line

SHOWN ON THE DRAWINGS.

B. All roots shall be cut and removed from trenches. Bottoms of trenches shall be accurately graded to an elevation 4-inches below the grade line of the proposed utility line.
