Project Title: Design-Build to Create Parking Lot & Access for VA Martinez OPC
Campus
Project Number: 612-23-003
RFI #1 – Please confirm all pages of Attachment 10 (MTZ-SITE PLAN 3-2011 UTILITIES Campus
Drawings) are formatted correctly and to scale?
RFI#1 Response: There were electrical conduits installed in the last few months, please see the attached pdf for an update. VA confirms the provided utilities in the package and the updated version are the most current utilities layout at VA Martinez. See attached “Updated Additional MTZ-SITE PLAN 3-2011 UTILITIES”

RFI #2 – On Solicitation Page 20 of 97, Recency is defined as a project completed in the previous five calendar years. Up to two of the project examples to be submitted for Factor 2 require examples of design/build projects that the prime contractor and the partner firm have completed together. For the project(s) required to demonstrate the prime contractor and partner firm working together, we respectfully request the
Government relax the definition of recency to ten (10) years from the solicitation issue date.
RFI #2 Response: Upon review and consideration, to improve competition from vendors, the Government will update the definition of Recency as requested to ten (10) calendar years from the Solicitation date, versus five (5) calendar years as cited on page 20 of the solicitation.
RFI #3 - Can you please confirm that only Phase I response is due on 12/15/23?
RFI #3 Response: Phase I is due on 12/15/2023. As cited on page 25, “Responses to Phase-Two Request for
Proposal shall only be accepted after Phase I is complete and only from selected offerors.” The VA will determine who the selected offerors for Phase II proposals are after Phase I evaluation is completed. Selected
