REHABILITATION AND WIDENING OF
A NORTHERN WEST BANK CONNECTOR ROAD
I
PROJECT BACKGROUND
The Rehabilitation and Widening of the Northern West Bank and Southern West Bank Connector Road (Connector Road Project) is an element of USAID’s Emergency Roads Rehabilitation Program (ERRP). USAID started the ERRP in July 2003 to help the Palestinian economy, improve Palestinian transportation infrastructure, and support the “Road Map” peace process.
Due to the Israeli closure of Highway 443 to all Palestinian traffic and the construction of the security fence in the surrounding districts, all commercial and public transport traffic has been diverted on to this Northern West Bank Connector Road. The Connector Road was designed for a much lower flow of traffic and has been poorly maintained or received limited maintenance over the last ten years. The prolonged lack of maintenance, increased heavy vehicle traffic, and the lack of a storm-water drainage system has caused the existing pavement structure to become deteriorated to such an extent that the road is now dangerous and unsafe for both vehicular and high volume pedestrian traffic.
The road has substantial motorcycle, car, bus, and truck traffic around the clock. Traffic peaks from 6:30 am to 9:30 am and 5:00 pm to 8:00 pm on weekdays. During these peak hours it sometimes takes two hours or more travel the 2.0 km length of the Connector. Weekend traffic is sometimes heavy but generally is substantially less than during weekdays. Due to a lack of nearby alternate routes, even a brief closing of the Connector Road during weekdays can cause very large and prolonged traffic jams. Traffic flow has not been counted since Highway 443 was closed over three years ago.
The key counterpart organizations for this project are the Palestinian Authority and its Ministries of Public Works and Housing, and Local Government and Municipalities.
II
PROJECT OBJECTIVE
The objective of the Northern West Bank Connector Road Project is to improve public safety and the flow of vehicular and pedestrian traffic on the connector road.
III
PROJECT DESCRIPTION
Under the illustrative project, the full 2.0km length of a Northern West Bank Connector Road will be rehabilitated and widened from the existing two lanes (9m width) to a new four lanes (24m width) with concrete curbs, island median, lighting and underground services.
Assume that work is to take place in an area that has no adverse drainage problems, environmental problems, and that the soil conditions are uniform.
Key activities of the project shall include the complete construction of two new lanes (additional 4.5m each), the rehabilitation of the existing two lanes (4.5m each) and the following:
1. Excavation and removal of the existing 2-lane pavement layers and reusing the sub-grade/ road base material in the form of a pulverization layer, which will account for 60% of the new sub-grade layer for the new road (150mm).
2. The pavement structure will include pulverization layer and topping material to complete the sub-grade layer, one layers of Sub-base material (200mm), and two layers of base course material (300mm).
3. Pavement resurfacing shall consist of asphalt binder course (70mm) and asphalt wearing course (50mm) with a width of 18m for four lanes and shoulders.
4. Included in the rehabilitation and widening is the replacement of all utility structures above, below and along the roadway including water, wastewater, storm water, electricity, telephone and manholes of utilities located in the right-of-way and in the immediate vicinity of the roads.
5. Geotechnical investigation indicated the underground soils to be classified as Gravely Silt with minor Clay, with a soaked C.B.R. value of 2 along the length of road, on flat terrain.
6. Installation of new concrete median (6m width) with curbs, centre guardrail, new electrical ducting shall be installed.
7. Construction of curb stones, storm water drainage systems and sidewalks with concrete and pavers.
8. Installation of lighting poles, electrical wiring with accessories and streetlight fixtures,
9. Landscaping and construction of 70m of concrete retaining wall (3.0m height)
10. Installation of traffic signage, road safety and lane markings.
11. Management of public safety and traffic during performance of the Task Order.
12. Provision of as-built drawings of the completed four-lane road including street lighting, utility structures, storm drains, sidewalks, and all other work performed under the Task Order.
The contractor shall provide dust control and maintenance of the alternative routes while performing the task order in a manner that minimizes the interruption of traffic, especially during weekdays and hours of peak traffic flow.
IV SPECIFICATIONS, DRAWINGS, AND BILLS OF QUANTITY
Drawings are not available for this illustrative task order and are not required for Offerors to be able to prepare the respective task order technical and cost proposals that are described in Section L of the RFP and that will be evaluated as described under Section M.
