4:00 pm, (Tel Aviv time) Subject: Request for Proposals (RFP) No. 294-2008-003, Solicitation of USAID/West Bank Gaza’s “Infrastructure Needs Program” Project - Amendment No. Two (2) Dear Offerors:

The purpose of this amendment to the subject RFP is to respond to the following question:

Q It is stated in F.4.C “Task Order Key Personnel” of Section F that “When the contractor on a USAID financed construction project is a United States firm, at least half of the supervisors and other specified key personnel working at the project site must be citizens or permanent legal residents of the United States”. Given the volatile political situation in the West Bank/Gaza and USAID’s goal to maximize the utilization of local professionals, workers and subcontractors on this IQC, we suggest that the percentage (50%) in F.4.C be re-considered and accordingly reduced. Please advise.

A. USAID hereby waives this general requirement and only requires that the COP and the Task Order Managers to be citizens or permanent residents of the United States.

All other terms and conditions of the solicitation remain unchanged.

Sincerely, /S/ Ron Breen Contracting Officer

USAID/West Bank and Gaza
