Questions and Answers

Q.

Page L-6 states:

Proposals shall be submitted in two separate parts: (a) technical proposal and (b) cost proposal. If sent by hand-carry or via courier, technical proposals should be submitted in an original and 4 (four) copies and cost proposals in an original and 2 (two) copies, along with a CD(s) containing one complete copy of the entire proposal in formats compatible with MS OFFICE and Adobe Acrobat (PDF). The format for the technical proposal must be in Word version 2000 or 2002, text accessible. The format for the cost proposal must be compatible with Excel 2002.

For the required CDs, is it up to proposing contractors to determine whether to send PDF or Word versions? Given the capacity to consolidate scanned documents into one clean final document, may we send PDF format of the technical, or do you require the Word version?

A.

Kindly maintain to the Word version.

Q.

In Amendments 2 and 3 of the subject referenced RFP, you refer to a requirement that the COP and all Task Order Managers be citizens or permanent residents of the United States.

The response to the question in Amendment 2 states:

“USAID hereby waives this general requirement and only requires that the COP and the Task Order Managers to be citizens or permanent residents of the United States.”

The response to Question 7 in Amendment 3 states:

”…Additionally, please be advised that the COP and all Task Order Managers are required to be citizens or permanent residents of the United States.”

As no COP is required for this IQC nor for the illustrative Task Orders, would you kindly indicate which position, in addition to the Task Order Manager, is required to be a citizen or permanent resident of the United States?

A.

USAID hereby corrects the terminology of “COP (Chief of Party)” used in amendments No. 2 and 3, to replace it with: “Basic IQC Manager/Coordinator” per the title used in the basic RFP in sections F.4(b) and L.9(2)(i). This position, as well as the Task Order Managers, are required to be citizens or permanent residents of the United States.
