About this file

This is Addendum #4 to a Request for Proposals (RFP-26-01) issued by the City of DeLand, Florida Finance Department for Fire & Security Alarm Monitoring services on a citywide basis. The project encompasses monitoring of fourteen fire alarms and fifteen security alarms requiring 24-hour, 365-day-per-year coverage across multiple City locations. The awarded contractor will be responsible for repairing, replacing, or updating faulty or outdated alarms and equipment as needed. The proposal opening date and time has been revised to October 21, 2025 at 2:00 P.M. All other terms and conditions of the original RFP remain unchanged.

The addendum provides clarifications to two key questions submitted by prospective contractors. The City prefers to retain existing alarm panels unless a vendor cannot provide monitoring without new hardware installation; however, vendors must provide pricing for new hardware installation at all locations, though this does not commit the City to proceeding with installations. Regarding online account access and reporting capabilities, if a vendor's system does not support website-based report viewing and downloading, the vendor must provide reports via email to the appropriate City administrator. No pricing terms, set-asides, contract duration, or renewal options are specified in this addendum document.

Fire & Security Alarm Monitoring (Citywide)

RFP-26-01

October 14, 2025 Addendum #4

TO ALL PROSPECTIVE CONTRACTORS

This is an Addendum to and shall be considered as part of the original Proposal package for the above-mentioned Proposal. Contractors are requested to acknowledge receipt of this Addendum with their

Submission.

CLARIFICATION TO QUESTIONS ASKED RECEIVED:

1. Q: If the Fire or Burglar Alarm Panels are proprietary, will you want to keep your current servicer and have us take over all monitoring? Or are you requesting a price to change out the proprietary panels so we could both service and monitor the systems?

A: We prefer to keep panels as is unless a vendor cannot provide monitoring without new hardware installation. Please provide new hardware installation pricing for all locations, however this does not indicate the City will be doing new hardware installations at any location.

2. Q: The new addendum states "Provide access to online account via an internet website with the ability to view account activity and view/download reports". However, not all systems allow for a website the customer can view/download reports, how should this be handled?

A: If a website cannot be accessed the vendor must e-mail the report to the appropriate City administrator.

Please note that the proposal opening date and time has changed to October 21, 2025 @ 2:00 P.M.

All other terms and conditions remain unchanged.

Sincerely, Corey McMillen, CPPB Purchasing Manager
