About this file

This is Addendum #2 to Request for Proposals RFP-26-01 issued by the City of DeLand, Florida Finance Department for Fire & Security Alarm Monitoring services on a citywide basis. The addendum clarifies requirements for 24/7 monitoring of fourteen fire alarm control panels (FACPs) and fifteen security alarm panels across multiple city facilities, including newly added locations at the DeLand House and Conrad Center, with the DeLand Airport removed from scope. Contractors must provide monitoring in compliance with NFPA 70, 72, 101 codes and applicable NEC and IEEE standards, supply all necessary automatic phone dialers and interfacing devices at no additional cost, and convert any non-wireless or non-cellular systems to wireless or cellular technology. The contractor shall furnish daily activity reports via email detailing trouble signals, supervisory signals, and alarm activations by location, provide online account access for viewing and downloading reports, perform annual testing and certification, and submit monthly itemized invoices according to the provided price schedule. The proposal opening date remains October 14, 2025 at 2:00 p.m., with all other terms and conditions from the original RFP remaining unchanged.

The revised price sheet (Attachment A) reflects the addition of the two new locations and removal of DeLand Airport, with contractors required to provide per-site pricing inclusive of all systems listed and any required reprogramming. Contractors must maintain non-proprietary programming systems in all city buildings and facilities unless otherwise approved by the City's Contract Administrator and may make changes to pin numbers at no additional charge upon telephone or email request. The City reserves the right to add or delete sites or systems at any time during the contract term. Maintenance services are explicitly excluded from this contract scope. If new hardware installation is required for any panels, costs must be identified separately in Column F of the price sheet. Within 24 hours of request, the contractor shall provide written or electronic reports of specified alarm activity to the City at no additional cost, with the City responsible for providing and maintaining all telephone and data lines, signal quality, and jacks to emergency panels.
