About this file
This is Addendum #3 to Request for Proposals RFP-26-01 issued by the City of DeLand, Florida Finance Department for Fire & Security Alarm Monitoring services on a citywide basis. The project requires a qualified contractor to provide 24-hour, 365-day monitoring for fourteen fire alarms and fifteen security alarms across multiple City facilities. The contractor will be responsible for repairing, replacing, or updating faulty or outdated alarm equipment as needed. The original proposal opening deadline has been extended to October 21, 2025 at 2:00 P.M. to allow City staff adequate time to address technical questions from prospective bidders. All other terms and conditions of the original RFP remain unchanged, and bonds will be released to unsuccessful contractors following the recommendation of award.
Addendum #3 provides clarifications to eight technical questions submitted by prospective contractors regarding specific alarm systems, locations, and requirements. Key clarifications indicate that the City does not have burglar alarm system brand names or zone lists for certain facilities; there is no burglar alarm at the Police Department (219 W. Howry Ave.); auto liability insurance limits cannot be waived or revised; annual testing and certification requirements apply only to monitoring, not fire alarm inspections; fire alarm models vary by location (Edwards EST 2 at City Hall, Siemens at Police Department); proprietary ADT systems at Parks & Rec, Chisholm Center, and Chisholm Gym utilize wired sensors; and Little League Field has no alarm systems requiring monitoring.

Fire & Security Alarm Monitoring (Citywide)
RFP-26-01
October 8, 2025 Addendum #3
TO ALL PROSPECTIVE CONTRACTORS
This is an Addendum to and shall be considered as part of the original Proposal package for the above-mentioned Proposal. Contractors are requested to acknowledge receipt of this Addendum with their
Submission.
CLARIFICATION TO QUESTIONS ASKED RECEIVED:
1. Q: Can you provide the Burglar Alarm System brand name and zone lists for the following sites: Parks & Rec, Sanborn Center, Chisholm Center, Police Department and Deland Airport Admin.?
A: We do not have this information.
2. Q: Is there a functioning Burglar Alarm at 219 W. Howry Ave. and is it currently being used?
A: There is no burglar alarm at 219 W Howry (Police Department).
3. Q: Will you consider an override or revised agreement if Auto Liability does not meet your limit?
A: This will not be altered.
4. Q: The 10/3/2025 addendum states "Contractor shall provide annual testing and certification as required by applicable laws." Are we to include fire alarm inspections or is this just for monitoring.
A: Only monitoring.
5. Q: Can you provide the Fire Alarm Model for PD-219 W. Howry, City Hall - 120 S. Florida Ave.
and Little League Field-403 S. Alabama Ave?
A: Little League doesn’t have any systems. City Hall is an Edwards EST 2 and Police Department is a Siemens panel.
6. Q: Is the "Daily Reports" in the new addendum just referring to the monitoring station contacting you in case of an alarm, trouble, etc. as it happens?
A: Just referring to monitoring.
7. Q: The Burglar Alarms at Parks & Rec, Chisholm Center & Chisholm Gym are proprietary ADT Systems, which normally do not allow for outside contractors to interface. Are these specific alarm systems have hardwired door contact and motion devices or do they have wireless door contact and motion devices with batteries in them?
A: These locations have wired sensors.
8. Q: When will the bond be released back to the contractors that are not awarded the bid?
A: After recommendation of award.
