About this file
This is a Bidder Questions and Answers document with a Notice of Deficiency issued by the State of Michigan for RFP220000002396 regarding Commercial Dish Washing Machines (Amendment #3, published July 11, 2022). The RFP solicits proposals for commercial dish machines across eleven Michigan correctional facilities: Macomb, Gus Harrison North & South, Parnall, Muskegon, Carson City East & West, Lakeland, Chippewa East, Newberry, Alger, Marquette, and Earnest C Brooks. Mandatory site visits are required for bidders to qualify for specific locations, with visits scheduled between June 13 and June 23, 2022, at each facility. Baraga facility will not have a site visit and information is available through Schedule B-Pricing and attached photos. Bidders must arrive at least 15 minutes early and are limited to two persons per bidder; late arrival may result in disqualification. All contractors must document attendance by signing an attendance sheet at each site visit, with subcontractor sign-in permitted as evidence of bidder attendance. Accessibility accommodations must be requested at least 10 business days in advance.
The document addresses five bidder questions related to specific facility requirements, including requests for photographs of equipment at Newberry, Alger, and other locations; clarification on booster power input at Macomb (480v unit); equipment preferences at Lakeland; and confirmation that the steam bundle will be replaced at Lakeland (yes). The pricing structure is outlined in Schedule B-Pricing for each location. No information regarding contract value, pricing terms, incumbents, funding sources, or contract term is provided in this deficiency notice document.

The purpose of the site visit meeting is to walk the site, so that bidders may develop accurate proposals, including installation. Statements made by the Solicitation Manager or designee at a site visit meeting are not considered modifications to the RFP. If, however, the Solicitation Manager determines modifications to the RFP are warranted after the meeting, modifications will be posted in writing on www.michigan.gov/SIGMAVSS as explained in the Modifications section of this document.
Attendance at the pre-proposal meeting is limited to [2] persons per bidder. If the site visit meeting is mandatory, a bidder may be disqualified by being late (arrive at facility after the tour has begun). Please arrive to any site visit at least 15 minutes in advance to confirm paperwork and access to the site is approved. In addition, in order for a Contractor to bid on any specific site, attendance at that site’s visit is mandatory. If the Contractor does not complete a site visit, they will be ineligible to bid on that site unless no Contractors are able to attend the site visit due to COVID or other extenuating circumstances. All Contractors must document their attendance at each site visit by signing an attendance sheet for that site’s visit. If a site is unable to provide a sign in sheet, other documentation and/or the facility’s visitor log may be used to show attendance at a site’s visit. Signing in just in the facility’s visitor log is not sufficient for the procedure of this bid. Subcontractor sign-in is permitted in lieu of the bidder as evidence of attendance. Subcontractor sign-in is permitted in lieu of the bidder as evidence of attendance. Accessibility requests for reasonable accommodations at the site visit meeting should be made with the Solicitation Manager at least 10 business days before the date of the meeting. Accommodation requests received outside this time period cannot be guaranteed.
