Commerce Way Redevelopment Streetscape Improvements RFP
This Request for Proposals (RFP) document is issued by the City of Tifton, Georgia for the construction of Commerce Way Redevelopment Streetscape Improvements. The project encompasses streetscape improvements including concrete pavement, sidewalks, ADA ramps, landscaping steps and walls, high-visibility crosswalks, storm drainage improvements, asphalt paving, traffic striping and signage, erosion control, and traffic control work. A pre-bid meeting is scheduled for Thursday, April 13, 2023 at 2:30 PM at Tifton City Hall (130 1st St E, Tifton, GA 31794), with attendance encouraged but not required. Sealed proposals must be received by Monday, May 1, 2023 at 2:30 PM at the City Manager's Office, where they will be publicly opened. Proposals cannot be withdrawn for sixty days following the submission deadline. The City anticipates award notification by May 15, 2023, with the contract timeline and Notice to Proceed to be determined based on the selected bidder's proposal and subsequent negotiations. Prospective bidders must contact Crystal Gaillard at cgaillard@tifton.net to obtain digital bidding documents and be added to the official plan holders list; failure to be on this list will result in rejection of the proposal.
Evaluation of proposals will be weighted as follows: Readiness to Proceed/Schedule for Completion (40 points), Pricing (30 points), Miscellaneous Factors including subcontractor information and alternate methods/materials (20 points), and Qualifications (10 points). The project prioritizes timely completion due to grant funding with an expenditure deadline and requires coordination with a separate utility improvements contract; work along Commerce Way and Goodrich Alley cannot commence until utility work is completed in those areas, though work north of 3rd Street and east of Commerce Way is not contingent on utility construction. Bid bonds or certified checks in an amount not less than 5% of the base bid are required, with performance and payment bonds at 100% of contract price required upon award. The project is funded through a combination of local funds and a grant award from the DCA's Rural Downtown Redevelopment Grant Program. All required permits and easements are expected to be obtained before the bid date. The City reserves the right to reject any or all bids and to negotiate pricing with selected bidders prior to award.

The project consists of (but is not limited to) streetscape improvements such as concrete pavement, sidewalks, ADA ramps, landscaping steps & walls, and high-visibility crosswalks, as well storm drainage improvements, asphalt paving, traffic striping & signage, erosion control, traffic control, and other miscellaneous items/work. • New Water Line and Storm Drainage relocation along Goodrich Alley
• Demolition of existing pavement along Goodrich Alley and construction of new temporary driving surface
• Water Line relocation along Commerce Way
Bidder/contractor for the Streetscape project (this RFP) shall be expected to coordinate schedules with the contractor performing the Utility project (separate contract). See “Readiness to Proceed/Schedule for Completion” evaluation criteria below.
3. Evaluation Criteria:
Proposals received will be evaluated and scored according to the following criteria:
• Readiness to Proceed/Schedule for Completion
Because this project is funded by grant funds with an expenditure deadline, the bidder’s readiness to proceed and the bidder’s proposed schedule for completion will be evaluated with high importance.
Additionally, this project requires coordination with another contractor performing utility improvements within this project area via a separate contract. Specifically, note that work along Commerce Way and Goodrich Alley may not begin until utility work has been completed in those areas (plan sheets show and note this work as “by others”). However, note that work in the vicinity of City Hall (north of 3rd Street and east of Commerce Way) is not contingent upon utility construction improvements.
