About this file
This is a bid packet issued by the Evans County Board of Commissioners for a lighting system performance and design retrofit project at the Evans County Recreation Complex. The project involves retrofitting four sports lighting fields with LED lighting systems. Field 1 requires six poles, Field 2 requires eight poles, and Fields 3 and 4 each require four poles. Sealed bids were accepted until 3:00 PM on Tuesday, April 25, 2023, with the bid opening to occur at the Evans County Commissioners Office located at 613 West Main Street, Claxton, Georgia 30417. Bids remained binding for 30 days from the opening date. All specifications required completion of a specification sheet with yes/no answers and acknowledgment of Exhibit 1 prior to bid submission. The project site is located at 158 Recreation Department Road, Claxton, Georgia 30417. Marilyn Tibbitts, Administrative Assistant, served as the primary contact for bid inquiries at 912-739-1141, extension 8.
The specifications require playing surfaces to be illuminated to an average of 30 foot-candles in the infield and 20 foot-candles in the outfield with strict uniformity ratios and candela limits to minimize light spillover onto adjacent properties. All drivers must be remote-mounted approximately 10 feet above grade in aluminum enclosures, with all wiring enclosed in tubular steel crossarms. The system must include instant on/off capabilities and a remote lighting control system allowing scheduling via web, phone, fax, or email up to ten years in advance. Manufacturers must provide a signed 10-year warranty guaranteeing specified light levels and system performance, including maintenance covering parts and labor for luminaire repairs and replacement. The manufacturer must deliver products within 8 to 12 weeks of order receipt and provide a reference list of at least 10 Georgia projects completed within the previous three years using the same technology, warranty, and fixtures proposed for this project. Pricing must be broken out separately for each of the four fields.
