About this file
This is Addendum #3 to RFP S-10700-00011564 issued by the Oregon Department of Administrative Services Procurement Services (DAS PS) for Armored Transport Services. The addendum primarily revises licensing requirements and extends the proposal due date from February 28, 2025 at 9:00 AM to March 4, 2025 at 4:00 PM. The revisions incorporate references to Title 15 USC CH 85 Armored Car Industry Reciprocity act throughout the RFP, allowing proposers to be licensed either under this federal act or through the Oregon Department of Public Safety Standards and Training (DPSST). For services in Washington State, personnel must possess current Armed Security Guard Licenses from the Washington State Department of Licensing and firearms certificates from the Washington State Criminal Justice Training Commission.
The addendum updates multiple sections of the RFP to clarify that proposers can maintain compliance through either the federal Armored Car Industry Reciprocity act or state-level DPSST licensing requirements. This includes modifications to sections covering personnel requirements, licensing verification, certification tracking, and proposal evaluation criteria. The changes affect both the main RFP document and multiple attachments including the Price Agreement, Statement of Services, and Proposal Form/Proposer Certifications sections, ensuring consistent treatment of the dual licensing pathways throughout the procurement documentation.
