About this file

This is Addendum 2 to Request for Proposal S-10700-00011564 issued by the State of Oregon Department of Administrative Services Procurement Services for Armored Transport Services across four state regions. The RFP seeks qualified vendors to provide secure pickup, transportation, and deposit of cash, monetary instruments, and other valuable items for state agencies and cooperative procurement organizations. Required services include daily pickups five days per week, weekly pickups one day per week, weekend pickups, on-call services, and coin/currency exchange services. Addendum 2 revises the solicitation schedule: questions and requests for clarification are now due Wednesday, February 19, 2025 at 4:00 PM (changed from Tuesday, February 18, 2025); the RFP protest period ends seven calendar days prior to the RFP opening; proposals are due on March 4, 2025; the Notice of Intent to Award is anticipated for Friday, March 14, 2025; and the award protest period ends seven calendar days after Notice of Intent to Award. The initial contract term is three years with options for extension.

Proposers must demonstrate five years of armored transport experience, maintain compliance with the Armored Car Industry Reciprocity Act or Oregon Department of Public Safety Standards and Training requirements, and establish a cash vault facility in Oregon within 90 days of contract execution. The state anticipates making multiple awards to ensure coverage across all regions. Proposers must include a 2% Vendor Collected Administrative Fee in their rates and maintain comprehensive insurance coverage including workers' compensation, commercial general liability ($1 million per occurrence/$2 million aggregate), automobile liability ($5 million), professional liability ($1 million per claim/$2 million aggregate), and crime protection coverage ($5 million for employee dishonesty). Pricing will be structured on a per-location basis with rates potentially adjustable after the first two years based on the Producer Price Index for Security Guards and Patrol Services. The state encourages participation from small businesses certified by the Oregon Certification Office for Business Inclusion and Diversity, and the contract will serve Oregon state agencies, participants in the Oregon Cooperative Procurement Program, and Washington State's Contracts Usage Agreement participants.
