FFDG RFP No. LBNF-361672-BF LBNF Rigging Services

Fermi National Accelerator Laboratory Lead, South Dakota 1

RFP LETTER

June 17, 2025

Subject: Request for Proposal (RFP) No. LBNF-368455-BF Proposal

Due Date: July 25, 2025

Fermi Forward Discovery Group LLC (FFDG) requests a proposal for the Long-Baseline Neutrino Facility Deep Underground Neutrino Experiment (LBNF/DUNE-US) Central Monorail and Hoist Commissioning in accordance with this RFP and the enclosed Proposal Preparation Instructions, Sample Subcontract, and other enclosures.

There will be a mandatory Pre-Proposal Conference (see the Proposal Preparation Instructions).

SCHEDULE

It is expected that the South Dakota Rigging Services will have a base year and options for two additional years. FFDG anticipates an award date of September 1, 2025, with a period of performance for the Base Year: September 1, 2025, through March 31, 2026.

SUMMARY OF SUBCONTRACT WORK

The excavation of the caverns at LBNF has been completed. A contractor has installed the central monorail beams in both the North and South Caverns. Due to discrepancy in specifications, the beams were not installed in compliance with CMAA guidelines for straightness. Fermi Forward Discovery Group LLC is now requesting proposals from qualified crane and hoist contractors who are interested in performing the Central Monorail Hoist Installation Statement of Work (SOW) Introduction modification, installation, and commissioning of the new hoists/trolley assembly on the existing beams in both the North and South caverns.

Two 20-ton CMCO electric monorail hoist and trolley assemblies have been purchased and are currently warehoused in Rapid City, SD. These two hoists will need to be installed on the South Cavern central rail to facilitate movement of materials underground. Supporting documentation for the hoists is provided in Appendix B. The existing trolleys will need to be modified to fit onto the installed central rail once a proper rail survey has been performed.

Two more 20-ton electric monorail hoists and trolley assemblies will be purchased through this contract.

These two additional hoists will be installed on the North Cavern central rail to facilitate movement of materials underground.

Long-Baseline Neutrino Facility (LBNF) / Deep Underground Neutrino Experiment (DUNE) - US 1-1

1 Introduction

1.1 Background

The Deep Underground Neutrino Experiment (DUNE) at the Long Baseline Neutrino Facility (LBNF) was borne out of the 2014 U.S. Particle Physics Project Prioritization Panel (P5) recommendations. The recommendations called for formation of a truly international collaboration for constructing a US-based long-baseline neutrino oscillation experiment with a powerful neutrino beam (~MW scale), a massive liquid argon TPC (40 kt) sited several hundred kilometers downstream of the neutrino source and deep underground, and a smaller detector just downstream of the beamline. Together these elements will have the capability to unambiguously determine the neutrino mass ordering, search for CP violation in the lepton sector, search for proton decay, and observe neutrinos from core collapse supernovae.

The LBNF/DUNE-US Project is the DOE-funded construction project to create the facility and contribute

US scope to the international DUNE Collaboration. The major participants in the overall LBNF/DUNE enterprise are the international DUNE collaboration, the LBNF/DUNE-US construction project, the DOE, international funding agencies, Fermilab (in Batavia, Illinois) as the host laboratory, and the Sanford

Underground Research Facility (SURF, in Lead, South Dakota), where the far detector will be located.

Figure 1 illustrates the general underground work area at the SURF (far) site.

1.2 Purpose of SOW

The excavation of the caverns at LBNF has been completed. A contractor has installed the central monorail beams in both the North and South Caverns. Due to discrepancy in specifications, the beams were not installed in compliance with CMAA guidelines for straightness. Fermi Forward Discovery Group LLC is now requesting proposals from qualified crane and hoist contractors who are interested in performing the

Figure 1: DOE Underground Leased Space at SURF

Long-Baseline Neutrino Facility (LBNF) / Deep Underground Neutrino Experiment (DUNE) - US 1-2 modification, installation, and commissioning of the new hoists/trolley assembly on the existing beams in both the North and South caverns.

Two 20-ton CMCO electric monorail hoist and trolley assemblies have been purchased and are currently warehoused in Rapid City, SD. These two hoists will need to be installed on the South Cavern central rail to facilitate movement of materials underground. Supporting documentation for the hoists is provided in

Appendix B.

The required specifications for these two hoists can be found in Appendix C of this document.

1.3 Assumptions

▪ Work is to be performed at the Sanford Underground Research Facility in Lead, SD. The address for the facility is: Fermilab

100 Ross Ave.

Lead, SD 57754

• The hoists and trolley assemblies may be shipped to the sub-contractor’s own workshop or warehouse (at the expense of the Subcontractor) to facilitate the installation of the new trolley wheels before installation at the Fermilab facility in South Dakota.

▪ All access to the work site is provided through the Ross Shaft which conveys personnel, materials, and equipment from the surface to the 4850 Level.

▪ All equipment, tools, and support items must be able to be disassembled into pieces and fit within the Ross Shaft Load Envelope, Appendix “A” in order to be transported underground. (See

Appendix A)

▪ The work is to be performed in the North Cavern (4850-33) and South Cavern (4850-37). The entry into this cavern provides sufficient room to transport tools and equipment.

▪ Access to the work area is available 7 days per week, 24 hours per day but must be coordinated with the overall project schedule.

▪ Material movement and Bull-Gang support is provided from 7 AM – 5 PM and from 7 PM – 5 AM on both surface and underground 7 Days per week.

▪ The contractor has the responsibility to deliver tools, materials and equipment to the Ross Shaft at the Sanford Underground Research Facility in Lead, SD; SDSTA has the responsibility of transporting material through the shaft and unloading the materials at the 4850L. FFDG transport crews will move tools and equipment to the “Ledge” of the North and South Cavern. Materials

Long-Baseline Neutrino Facility (LBNF) / Deep Underground Neutrino Experiment (DUNE) - US 1-3 should not be delivered to site or transported loose but condensed into steel “gang boxes” or other tool storage. The contractor is responsible for proper packaging and consolidation of their materials and tooling.

▪ A 30’ Section of Monorail extends into the “ledge” of each cavern. This will permit assembly work to be performed at 35 feet above the floor surface.

▪ All electrical work associated with providing power to bus bars, and installing the bus bars for the monorail hoist, will be performed by FFDG’s Electrical Contractor. Interested firms must confirm that the bus bars are compatible with the hoists.

▪ In addition to the scheduled holidays, expect various work stoppages due to extreme weather conditions. In South Dakota, on average, these additional work stoppages equate to approximately 7 days per year.

▪ Equipment agreements and custody of the hoist and trolley assemblies will be coordinated with

FFDG’s General Contractor.

▪ Pictures and the technical specifications of the hoists and trolleys are noted in Appendix “B”

1.4 Timeline

This SOW is intended to cover a targeted performance period for rail inspection, hoist trolley modifications, hoist installation, commissioning and load testing from August 1st 2025 to November 1st

2025. An 2nd installation period of 2 weeks is expected once the additional hoists are procured and delivered.

An official Kick-off Meeting (KOM) will be scheduled at a mutually agreed upon date, time, and location as soon as practical after award of subcontract. The primary purpose for this meeting is to confirm that the project participants understand the terms and conditions of the subcontract, the SOW, the specifications and drawings, the safety and the quality assurance requirements, and the work activities involved with each task.

2 Applicable Documents
