About this file
This is a Request for Proposal (RFP) issued by Fermi Forward Discovery Group, LLC (FFDG) for roof maintenance and repair services at Fermilab, a U.S. Department of Energy Office of Science facility located in Batavia, Illinois. The RFP number is ISD_384529_DA, issued on August 12, 2026, with a proposal deadline of 5:00 p.m. CT on September 15, 2026. This is a total small business set-aside under NAICS code 238160 (Roofing Contractors) with a size standard of $19.0 million. A virtual pre-proposal conference is scheduled for August 20, 2026, at 1:00 p.m. Central Time, and written requests for RFP clarification must be submitted by August 28, 2026.
FFDG intends to award two Indefinite Delivery, Indefinite Quantity (IDIQ) subcontracts, each with a two-year base term (October 1, 2026 through December 31, 2028) and three one-year option periods through December 31, 2031. Awards will be divided geographically: one contractor will service Zone A roofs and another will service Zone B roofs. Firm fixed price task orders under these contracts will have a maximum value of $250,000. FFDG estimates approximately $700,000 in total task order value across both contractors over the five-year period, though this is not a commitment and no minimum annual dollar amount is guaranteed. The minimum dollar amount for the full IDIQ term is $1,000. Services required include roof maintenance, leak mitigation and prevention, roof repair, and roof restoration covering 500+ facility buildings with multiple roofing system types (EPDM, TPO, PVC, Built-Up Roofing, Modified Bitumen, metal, and shingled roofing). Offerors must provide 24/7 emergency response capabilities with four-hour response time and comply with Davis-Bacon Act wage requirements. Proposals are evaluated on best value with tradeoffs: 70 points for technical factors (Corporate Experience and Technical Capability, Key Personnel, Past Performance, and Technical Approach/Safety Program) and 30 points for business management and price. Minimum requirements include seven years of commercial roofing maintenance experience and key personnel with specified certifications and experience levels. The contract is subject to bonding requirements (payment bonds for task orders of $35,000 or more; performance bonds for $150,000 or more), insurance requirements, and submission of safety documentation, quality assurance plans, and certified payroll under the LCPTracker system.

Notwithstanding the foregoing, the successful Offeror is not guaranteed any minimum dollar amount per year under this subcontract; however, the minimum dollar amount for the full term of the IDIQ subcontract is $1,000. The number of tasks to be negotiated will depend upon the availability of funding. This subcontract does not provide for a minimum or maximum number of task orders.

FFDG requires a minimum acceptance of ninety (90) calendar days for acceptance of proposals. An offeror allowing less than Fermilab’s minimum acceptance period may be rejected.
FFDG reserves the right to cancel this Solicitation at any time without incurring any liability or damages associated with such cancellation.
9. EXCEPTIONS AND DEVIATIONS
Offerors taking exceptions, deviations, or conditional assumptions must identify and explain each exception/deviation, or conditional assumption taken with sufficient amplification and justification to permit evaluations. Such exceptions, deviations, or conditional assumptions will not themselves automatically cause a proposal to be deemed unacceptable to FFDG. However, a large number of exceptions or one or more significant exceptions not providing benefit to FFDG may result in the rejection of the offeror’s proposal as unacceptable.
By submitting a proposal without specifically identified exceptions, the Offeror stipulates its full acceptance of all Terms and Conditions and contract language as written. Any failure to identify an
Managed by Fermi Forward Discovery Group, LLC for the U.S. Department of Energy Office of Science| www.fnal.gov exception, deviation, or conditional assumption in the proposal shall be deemed a waiver of the Offeror's right to negotiate such terms. FFDG will not consider, and specifically rejects, any additional or modified terms and conditions proposed by the Offeror after the proposal due date.
10. LATE SUBMISSION
Proposals received by FFDG after the deadline specified in the solicitation may be deemed non-responsive and excluded from consideration.
11. OFFEROR’S MODIFICATION AND WITHDRAWAL OF PROPOSALS
The offeror may submit modifications to its proposals at any time before the solicitation closing date and time and may submit modifications in response to an amendment, or to correct a mistake at any time before award.

12. DAVIS-BACON ACT, CONSTRUCTION WAGES, AND CERTIFIED PAYROLL
The awarded Subcontract and any Task Orders issued under the Subcontract are covered by Davis Bacon and Related Acts, wage and labor standards under the Davis-Bacon Act and the related labor standards FAR provisions that are incorporated by reference into FFDG’s General Terms and Conditions for Construction.
The wage rates and fringes set forth are the minimum rates and fringes that may be paid to the classification of laborers and mechanics designated therein according to the Davis-Bacon Act, as amended (40 U.S.C. 276 et seq.). FFDG does not represent that said minimum rates or fringes do now, nor that they will at any time in the future, prevail in the locality of the work for such laborers or roofers;
nor that such laborers or roofers are or will be obtainable at said rates or fringes for work under this subcontract; nor those said rates or fringes represent the most recent wage determination by the Secretary of Labor concerning such classifications of laborers or roofers in the locality of work.
The Subcontractor and its Subcontractors are required to submit certified payrolls and labor compliance documentation weekly as required by Federal law.
Federal wage determinations (Davis-Bacon) preempt any conflicting State prevailing wage rate or the minimum wage requirement when the State prevailing wage rate or the minimum wage requirement is higher than the Federally imposed wage rate.
FFDG currently holds a licensing agreement with LCPTracker for weekly electronic payroll submittals by the Subcontractor and its Subcontractors. LCPTracker is a web-based system, accessed using a web browser. The Subcontractor will be given a Log-on identification (i.e., User ID) and password to access the LCPTracker system. This requirement shall flow down to every lower-tier Subcontractor. The use of this system is free.
13. ILLINOIS OCCUPATION AND USE TAXES
Any resulting contract will be exempt from Illinois Occupation and Use Taxes.
Managed by Fermi Forward Discovery Group, LLC for the U.S. Department of Energy Office of Science| www.fnal.gov
14. NOTICE OF BUY AMERICAN REQUIREMENT – CONSTRUCTION MATERIALS
Definitions. “Commercially available off-the-shelf (COTS) item,” “construction material,” “domestic construction material,” and “foreign construction material,” as used in this provision, are defined in the clause of this solicitation entitled “Buy American—Construction Materials” (Federal Acquisition Regulation (FAR) clause 52.225-9).
Requests for determinations of inapplicability. An offeror requesting a determination regarding the inapplicability of the Buy American statute for a particular Task Order should submit the request to the Procurement Specialist in time to allow a determination before the submission of offers. The offeror shall include the information and applicable supporting data required by paragraphs (c) and (d) of the clause at FAR 52.225-9 in the request. If an offeror has not requested a determination regarding the inapplicability of the Buy American statute before submitting its offer or has not received a response to a previous request, the offeror shall include the information and supporting data in the offer.
Evaluation of offers.
FFDG will evaluate an offer requesting an exception to the requirements of the Buy American statute, based on claimed unreasonable cost of domestic construction material, by adding to the offered price the appropriate percentage of the cost of such foreign construction material, as specified in paragraph (b)(3)(i) of the clause at FAR 52.225-9.
If evaluation results in a tie between an offeror that requested the substitution of foreign construction material based on unreasonable cost and an offeror that did not request an exception, FFDG will award to the offeror that did not request an exception based on unreasonable cost.
Alternate offers.
When an offer includes foreign construction material not listed by FFDG in this solicitation in paragraph
(b) (2) of the clause at FAR 52.225-9, the offeror also may submit an alternate offer based on the use of equivalent domestic construction material.
If an alternate offer is submitted, the offeror shall submit a separate Standard Form 1442 for the alternate offer, and a separate price comparison table prepared in accordance with paragraphs (c) and (d) of the clause at FAR 52.225-9 for the offer that is based on the use of any foreign construction material for which FFDG has not yet determined an exception applies.
If FFDG determines that a particular exception requested in accordance with paragraph (c) of the clause at FAR 52.225-9 does not apply, FFDG will evaluate only those offers based on the use of the equivalent domestic construction material, and the offeror shall be required to furnish such domestic construction material. An offer based on the use of the foreign construction material for which an exception was requested—
• Will be rejected as nonresponsive if this acquisition is conducted by sealed bidding; or
• May be accepted if revised during negotiations.
15. BONDING REQUIREMENTS
Task Order-Level Bonding For Task Orders issued under the IDIQ subcontract, the following bonding requirements apply based on the value of the Task Order:

17. SUBCONTRACT AWARD
Issuance of the RFP does not compel FFDG to make an award. FFDG reserves the right to accept or reject all proposals if that is determined to be in its best interest. A decision may be made without discussion; hence, an Offeror’s proposal should be submitted initially on the most favorable terms. The proposed award is based on a continuing program requirement and the issuance of obligation authority from the Procurement Department of the Laboratory. Any subsequent award issued by FFDG shall be constituted in writing by authorized representatives of the Procurement Department.
No other representatives of FFDG are authorized to issue contracts or agreements or bind FFDG to any form of agreement or understanding. The authorized Procurement Department official is the only individual who can legally commit FFDG to the expenditure of funds in connection with this proposed procurement.
18. SUBCONTRACTING
Unless otherwise specified, the successful Offeror shall be responsible for the performance of any subcontractors that perform work under this subcontract.
The use of Sub-Subcontractors in the performance of the contract is subject to FFDG consent at the Task Order level. The awarded offeror shall ensure that any Subcontractors abide by all terms and conditions of the subcontract.

Managed by Fermi Forward Discovery Group, LLC for the U.S. Department of Energy Office of Science| www.fnal.gov written request for the removal or substitution of the sub-tier contractor concerned. Only when the Procurement Department approves such a request in writing can the removal or substitution of the sub-tier contractor be done by the subcontractor. Under no circumstance should a Subcontractor unilaterally remove or substitute a sub-tier contractor on its DOE funded subcontract without prior approval by Procurement Department.

Subcontractors are expected to consistently perform at a high level of performance quality on all assigned projects and comply with terms and conditions denoted in the foregoing exhibits.
The resulting Task Order will reference the detailed Scope of Work, project-specific Sections 010010 and 013100 (Exhibits D and E), drawings/specifications/sketches, set forth the Task Order start/completion date(s), and include the Task Order total.
