About this file

This is a Quality Requirements specification document (Section 014100) for the FermiForward project, effective October 2025, establishing quality control and assurance standards for subcontractors.

The document assigns comprehensive quality management responsibility to subcontractors for all work performed on- and off-site, including activities by suppliers, sub-tier contractors, technical laboratories, and consultants. Subcontractors must implement a Quality Control program with designated quality responsible personnel; depending on project size and complexity, a dedicated Quality Control Project Manager may be required. Subcontractors are obligated to submit a Corporate Quality Assurance Plan with their bid or proposal, with failure to submit constituting a potentially non-responsive submission. For contractors lacking a developed Corporate Quality Assurance Plan at bid time, Appendix C provides an optional template for compliance.

Appendix A provides comprehensive guidance on required Corporate Quality Assurance Plan elements, including: purpose, roles/responsibilities/authorities, scope, organizational chart highlighting QA roles, requirements verification methods, document control procedures, submittal/procurement processes, material and equipment control, turnover records, work control procedures, three phases of control (preparatory, initial, and follow-up), suspect/counterfeit item monitoring, nonconformance handling, lessons learned processes, continuous improvement mechanisms, inspection and testing requirements with personnel qualifications and equipment calibration, Definable Features of Work (DFOW) descriptions with associated activities and documentation, and commissioning procedures. Appendix C provides a standalone Quality Assurance Plan template addressing purpose, roles and responsibilities, quality objectives, submittals and approvals, inspection and testing (pre-work, in-process, and final), nonconforming work procedures, documentation and records maintenance, corrective and preventive actions, training and communication, and project closeout requirements, requiring contractor acknowledgment and signature.
