About this file
This is a federal contract form FL-61 (Notice of Total Small Business Set-Aside) that establishes eligibility and requirements for a solicitation restricted to small business concerns only.
The procurement is designated as a total small business set-aside with NAICS code 238160. Only small business concerns—defined as independently owned and operated entities not dominant in their field of operation and meeting specified size standards—are eligible to submit offers. Any offers from non-small business concerns will be deemed nonresponsive and rejected. The resulting contract award will be made exclusively to a small business concern. Small business contractors performing subcontracts must furnish end items manufactured or produced by small business concerns within the United States or its outlying areas, with an exception: if the subcontract value does not exceed $25,000, a small business concern may furnish products from any domestic concern. This restriction does not apply to construction or service subcontracts.
