About this file
This comprehensive Request for Proposal (RFP) document outlines the Murphy Dam Outlet Works Improvements Project in Pittsburg, New Hampshire, issued by the New Hampshire Department of Environmental Services (NHDES) Dam Bureau. The project encompasses rehabilitation of existing dam infrastructure including replacement of 84-inch DOW valves with two 72-inch jet-flow gates, installation of concrete-encased steel penstock liner extensions, construction of a reinforced concrete operator platform with hydronic heating and jib crane, electrical upgrades with new control paneling and ultrasonic flow-meter installations, access road improvements, and erosion-control measures. The project is structured as a unit price contract with 17 primary bid items ranging from mobilization and bonds to specialized hydraulic equipment and building rehabilitation. A mandatory pre-bid conference is scheduled for May 20, 2026, with sealed bids due by 1:00 PM on June 19, 2026, at the NHDES offices in Concord, New Hampshire. Substantial completion is required by December 1, 2028, with final completion by December 31, 2028. The successful bidder must provide performance and payment bonds equal to 100 percent of the contract price and comply with comprehensive quality control and quality assurance requirements detailed in the technical specifications.
Pricing is submitted on a unit price basis with estimated quantities provided for comparison purposes only, with final payment based on actual quantities performed and accepted by the Resident Project Representative. A 5 percent bid bond is required with each proposal, and the contract includes liquidated damages of $1,000 per day for delays in achieving substantial completion and $250 per day thereafter until final completion. The project is funded through dedicated capital funds already appropriated by the State of New Hampshire. All work must comply with applicable federal, state, and local regulations, including dam safety requirements and environmental permits obtained by NHDES, with the contractor responsible for obtaining all other necessary permits. The contract documents include comprehensive general conditions, supplementary conditions, technical specifications organized by CSI divisions, and detailed drawings. Work is anticipated to span multiple construction seasons with provisions for winter suspension, and the contractor must maintain detailed quality control records, provide a certified independent testing laboratory for material testing, and submit detailed project schedules using Critical Path Method formatting within specified timeframes.
