About this file

This addendum document, issued by the New Hampshire Department of Environmental Services (NHDES) Dam Bureau on June 22, 2026, provides clarifications and updates to the Murphy Dam Outlet Works Improvements Project bidding documents in Pittsburg, New Hampshire. The primary change involves a revised quantity for Item 01200-9c, Cast-in-Place Concrete for Liner Extension Capsulation, which has been reduced from the original quantity to 180 cubic yards. The addendum requires all prospective bidders to acknowledge receipt of this addendum in their bid submissions by the revised bid due date of Friday, June 26, 2026, at 1:00 PM (EST). Bidders must reference the updated Bid Form (Section 00301) provided as Attachment A with this addendum, which includes supplemental lines for documenting all issued addenda. The project involves comprehensive outlet works improvements including replacement of existing valves with jet-flow gates, concrete construction, mechanical fabrications, hydraulic equipment installation, building rehabilitation, and access road improvements, with substantial completion required by December 1, 2028, and final completion by December 31, 2028.

The addendum specifies that bids submitted must include acknowledgment of all addenda received and must comply with standard State of New Hampshire bidding certifications and requirements, including notarized affidavits confirming bidder eligibility and absence of debarment or prior violations. Bidders are required to submit bid security in the form of a certified check or bid bond, along with lists of proposed subcontractors, suppliers, and project references. The contract structure includes multiple lump-sum and unit-price line items, with four pricing options available based on inclusion or exclusion of Bid Alternates No. 1 and No. 2. A change order contingency of $500,000 is included in the base bid structure. The addendum confirms that estimated quantities are provided for bid comparison purposes only, with final payment determined by actual quantities performed and accepted by the Resident Project Representative, and that award of the bid alternates remains at the sole discretion of the State of New Hampshire.
