About this file
This addendum to the Murphy Dam Outlet Works Improvements Project serves as Addendum No. 1 issued by the New Hampshire Department of Environmental Services (NHDES) Dam Bureau on May 8, 2026, and applies to all prospective bidders for the outlet works rehabilitation project located in Pittsburg, New Hampshire. The addendum addresses critical clarifications regarding contract specifications, environmental permits, and mandatory site access requirements. A required pre-bid sitewalk is scheduled for Wednesday, May 20, 2026, with two distinct site inspection components: access to the sub-basement requiring chest or full-body harnesses suitable for confined space entry, and inspection of the outlet works concrete stilling basin where water will be shut off through the penstock the day prior to allow bidders to climb down and examine the two existing Dow valves, with chest waders strongly recommended due to expected leakage. Sealed bids are due on Friday, June 19, 2026, at 1:00 PM (EST) in hard copy format as stipulated in the contract documents. All bids must acknowledge receipt of Addendum No. 1 in Section 00301 of the Bid Form, with the addendum number and date entered in the appropriate space.
The addendum specifies that seeding and restoration work (Bid Item 01200-8g) shall cover 0.5 acres using seed mixes identified as types 5a, 5b, and 7 based on USDA NRCS guidance for the Northeast, and requires bidders to submit a proposed project completion schedule aligned with broom gate closure periods occurring between October 1 and January 1, and April 1 and June 1. The New Hampshire Department of Environmental Services has issued Shoreland Permit-By-Notification 2026-01072, effective May 5, 2026, through May 5, 2031, authorizing impacts to 13,440 square feet of protected shoreland to provide access for construction and construct a concrete platform at the Murphy Dam outlet works building. Standard permit conditions include installation of erosion and siltation control measures prior to work commencement and maintenance throughout the project, use of orange construction fence at temporary impact area limits, and compliance with all surface water quality standards and federal and state environmental regulations regarding protected species and exemplary natural communities.
