About this file

This Addendum No. 1 to the Murphy Dam Outlet Works Improvements Project represents a clarification document issued by the New Hampshire Department of Environmental Services (NHDES) Dam Bureau on May 8, 2026, addressing contract specifications, permits, and project requirements for the outlet works rehabilitation project located in Pittsburg, New Hampshire. The addendum establishes a mandatory pre-bid site walk scheduled for May 20, 2026, requiring prospective bidders to inspect the sub-basement area (with confined space entry harnesses required) and the outlet works concrete stilling basin (with chest waders recommended). Bidders must acknowledge receipt of this addendum in their bid submissions and provide a proposed project completion schedule that aligns with specified closure periods for the broom gate between October 1 and January 1, and April 1 and June 1. Sealed bids are due Friday, June 19, 2026, at 1:00 PM EST. The addendum clarifies that seeding and restoration work shall encompass 0.5 acres using seed mixes meeting USDA NRCS guidance for Northeast conservation plantings.

Addendum No. 1 also includes the approved Shoreland Permit-by-Notification 2026-01072 issued by NHDES, effective May 5, 2026, through May 5, 2031, which authorizes impacts to 13,440 square feet of protected shoreland to facilitate construction access and platform installation at the outlet works building. The permit requires mandatory erosion and siltation control measures installed prior to work commencement and maintained until all disturbed surfaces are stabilized, along with orange construction fencing at temporary impact area limits. All fill materials must consist of clean sand, gravel, rock, or other suitable materials. The permit conditions mandate compliance with surface water quality standards and include standard environmental protection requirements. A copy of the permit must be posted on site during construction, and any permit transfer requires NHDES notification and approval.

This Addendum has been issued to address clarifications in the Contract Specifications, Permits as well as notification to prospective bidders for the required prebid sitewalk on Wednesday, May 20th, 2026:

Item #1: May 20th, 2026 Required Prebid Sitewalk – Sub-Basement

NHDES will provide access to the sub-basement provided that all prospective bidders bring a chest or full-body harness appropriate for confined space entry. A davit arm will be available at the basement level to facilitate climbing down the ladder for sub-basement inspection.

Item #2: May 20th, 2026 Required Prebid Sitewalk – Outlet Works Concrete Stilling Basin

NHDES will shut off water through the penstock the day prior to the site walk to allow bidders to climb down a ladder into the concrete stilling basin and, if desired, inspect the two existing Dow valves. Due to expected leakage, the use of chest waders is strongly recommended.

At the conclusion of the site walk, the broom gate will be opened to allow bidders to observe normal flow conditions through the penstock.
