About this file
This document is an Exhibit B detailing the Testing, Commissioning, and Acceptance Criteria for the City of Austin Department of Aviation's Aviation Telephone System & Services project at Austin-Bergstrom International Airport. The exhibit establishes comprehensive procedures for system deployment validation, including pre-deployment laboratory testing of software, configurations, workflows, and integrations; field quality control inspections; and formal testing phases that must occur only after the system has operated normally for at least ten consecutive days. The contractor must provide a minimum of ten days' written notice to Austin Aviation prior to commencing any formal testing activities and must schedule testing in phases, including functional and system testing, operational tests, performance verification, endurance testing, security testing, user acceptance testing, commissioning, and cutover validation.
The testing requirements mandate that the contractor verify all system components, integrations, network connectivity, voice quality metrics, and compliance with performance specifications. Endurance testing requires thirty consecutive days of operation without degradation, with any errors or failures requiring restart of the test period. Security testing must validate role-based access controls, encryption, toll fraud prevention, and audit logging in accordance with owner cybersecurity policies. All testing phases require documented results and written acknowledgment of successful completion from Austin Aviation before proceeding to subsequent phases. The contractor must prepare detailed commissioning reports, provide written certification upon project completion, and submit a Certificate of Project Completion listing corrected items and the transfer of ownership date. Final acceptance is contingent upon Austin Aviation's final inspection and approval, with the contractor required to complete any outstanding items identified during inspection within a designated timeframe.
