About this file

This Solicitation Addendum No. 1, issued by Austin Financial Services on August 4, 2026, modifies RFP 8100 JNH3000 for Enterprise Telephony and Unified Communications System Replacement and Support Services at Austin-Bergstrom International Airport. The addendum clarifies that a Subcontracting Plan (Optional) with no MBE/WBE goals will replace the previously mentioned Subcontracting Utilization Form in the Offer and Certifications document. The pre-offer conference was held on July 30, 2026, at 9:00 AM CT at 3011 Employee Ave., Austin, Texas, with both in-person and virtual attendance via Microsoft Teams. Responses to bidder questions will be provided as submitted and posted via addendum to the Austin Finance Online solicitation page. Questions are due five business days prior to the proposal due date of August 27, 2026. The addendum adds Keyanna Evans, Procurement Specialist III, as a Tertiary Authorized Contact at (512) 972-2810 or keyanna.evans@austintexas.gov.

Key clarifications from the pre-offer conference address the technical scope: Aviation does not require new network equipment but welcomes vendor proposals if vendors believe infrastructure is necessary; the existing setup uses dedicated storage on a Storage Area Network (SAN) and is not virtualized; Aviation aims to consolidate two existing systems (Cisco Unified Communications Manager and NEC SV8500 PBX) into a single on-premises solution and welcomes vendor proposals for consolidation approaches; the Finesse service desk is used for call center operations; and Aviation's phone systems are not connected to the City of Austin's systems, though TSA uses some Aviation fiber infrastructure. Offerors must acknowledge receipt of this addendum by returning one signed copy with their proposal prior to the solicitation closing date, as failure to do so may result in offer rejection.

SOLICITATION ADDENDUM

AUSTIN FINANCIAL SERVICES – CENTRAL PROCUREMENT

Revised 10/01/2024

Solicitation: RFP 8100 JNH3000 Addendum No: 1 Date: 08/04/2026

This addendum is to incorporate the following changes to the above referenced solicitation:

1.0 Clarifications: It was indicated in the Pre-Offer Conference that there would be a Subcontracting Utilization Form added to the Offer and Certifications document. The SUBCONTRACTING PLAN (OPTIONAL) – NO MBE/WBE GOALS document will be used in lieu of the Subcontracting Utilization Form.

This is already included in the current Offer and Certifications document.

2.0 Questions:

Q1 Question: Will there be a recording of this call made available after the call?

Q1 Answer: No recording will be made available of this pre-offer conference.

Q2 Question: Can you repeat the due date for bidder questions?

Q2 Answer: Questions are due five (5) business days prior to the Offer Due date as stated in the offer sheet.

Q3 Question: Is Aviation asking for new networking equipment?

Q3 Answer: Aviation does not require new network equipment as part of any proposal. If the vendor believes new hardware or other infrastructure is necessary, they are free to make a pitch. The intent of this portion of the RFP is for the bidders to gain an understanding of the campus layer 1 -3 setup and validate suitability for their proposed solution

Q4 Question: Do you want to see an actual proposal or just the price sheet filled out?

Q4 Answer: Please reference Solicitation Instructions Section 4.1 Offer Submittals.

Q5 Question: Does the City intend to respond to bidder questions as they are submitted or in one batch after the questions deadline?

Q5 Answer: Responses to questions will be provided as questions are submitted. Once responses are gathered, questions and answers will be posted via addendum to Austin Finance Online solicitation page.

Q6 Question: Does Aviation want to move the old equipment into other locations on the AUS campus?

Q6 Answer: That will be up to the awarded vendor.

Q7 Question: Do we want to decom if the solution is virtualized?

Q7 Answer: Aviation needs to figure out what they’re doing with the analog. It will depend on the proposals.

Q8 Question: Are you using dedicated storage?

Q8 Answer: No, it’s on the SAN (Storage Area Network).

Q9 Question: Does Aviation want to continue with two systems?

Q9 Answer: Aviation is trying to avoid having two systems. If the vendor wants to propose upgrading one system and getting rid of the other, Aviation still wants to see that proposal. Aviation doesn’t have a single solution in mind and wants to hear ideas from the vendor community. The setup must be on premises.

Q10 Question: Does Aviation have a feature of screen monitoring calls?

SOLICITATION ADDENDUM

AUSTIN FINANCIAL SERVICES – CENTRAL PROCUREMENT

Revised 10/01/2024

Q10 Answer: No, Aviation had that at the beginning but didn’t use it because it was too small. Then, Aviation converted to Cisco and uses Finesse for the service desk. The AOC (Area Operations Center) parking is all recorded through the system that’s on documentation. Everything is TDM (Time Division Multiplexing.

Q11 Question: Are Aviation’s phone systems connected with the City of Austin’s phone systems?

Q11 Answer: No.

Q12 Question: What about FAA (Federal Aviation Administration) and TSA (Transportation Security Administration) phones? Are those connected to Aviation’s phone systems?

Q12 Answer: Aviation does not touch FAA communications. TSA uses some Aviation fiber to get to where their equipment is in some locations. They’re using the Aviation-furnished NEC phones.

3.0 Tertiary Authorized Contact Added: A Tertiary Authorized Contact adds the following:

Authorized Contact: Keyanna Evans Procurement Specialist III

(512) 972-2810 keyanna.evans@austintexas.gov

4.0 Additional Information: Please see attached in person and virtual attendance sheet from the Pre-Offer Conference.
