About this file
This is a Request for Proposal (RFP) for a small business set-aside Indefinite Delivery/Indefinite Quantity (IDIQ) contract for preventative maintenance, repair, and alteration services for U.S. Customs and Border Protection (CBP) facilities in Southern California. The solicitation (No. 70B01C25R00000058) covers ten counties, with a 12-month base period and four one-year option periods. The contract will support equipment and system maintenance and repairs across CBP facilities, with a total small business set-aside and a NAICS code 561210 (Facilities Support Services) and $47 million size standard.
The procurement will be awarded on a "Best Value" basis through a two-phase competitive process. Phase I involves evaluating offerors' experience and past performance, while Phase II will assess technical proposals and pricing. Proposals will be evaluated across four factors in descending order of importance: Technical Approach, Experience, Past Performance, and Price. The government intends to award a single IDIQ contract with an initial task order, with evaluation focusing on the offeror's understanding of requirements, innovative solutions, project management, quality control planning, and transition approach. Electronic proposal submissions are required, with Phase I documents due by 06/09/2025 and additional details to be submitted after initial down-selection.
