About this file

This document is an Amendment (A0001) containing Questions and Answers for a Customs and Border Protection (CBP) solicitation for Preventative Maintenance, Repair and Alteration Services in Southern California. Key amendments include clarifying past performance requirements to 5 years instead of 3 years, providing multiple attachments (1A, 1B, 1C) listing facilities, serviced equipment, and assets requiring certifications, and establishing a June 2, 2025 deadline for vendor questions. The competitive solicitation is a total small business set-aside for an indefinite-delivery indefinite-quantity (IDIQ) contract covering maintenance and repair services across ten Southern California counties, with a 12-month base period and four one-year option periods. The contract will be awarded through a competitive "Best Value" process under NAICS code 561210 with a small business size standard of $47.0 million, and an incumbent contractor exists but their pricing details are considered proprietary.

Vendors' QuestionsGovernment's Responses
We are preparing our past performance but noticed a slight discrepancy between the solicitation's requirements for past performance (3 years) and the guidance in Appendix A, which stipulates 5 years. Can you confirm that five years is the correct requirement? The correct years requirement for the required past performance is 5 years.
Will the government provide Attachment 1A listing all facilities to be maintained in this effort?Yes, Attachment 1A is provided through this amendment.
Will the government provide Attachment 1B listing all serviced equipment?Yes, Attachment 1B is provided through this amendment.
Attachment_3_Line_Item_Detail.xlsx will not properly open. Will the government correct the Attachment and republish?Yes, Attachment is resubmitted through this amendment.
Will the government establish a format and timeline for further industry questions reference this solicitation?Yes, each vendor is allowed the opportunity to submit questions relating to this solicitation by June 2, 2025.
We respectfully request reconsideration of the RFP language stating that “All Experience must have been completed or substantially completed (50% or more of the overall period of performance) within the past three (3) years of the Phase I RFP closing date.” While we understand the intent, this could disadvantage longer-term contracts such as GSA vehicles with 10-year POPs. For example, a contract 4 years into a 10-year term wouldn’t qualify, whereas a 2.5-year-old contract on a 5-year POP would. To ensure fairness across varying contract lengths, we propose allowing experience that is either at least 50% complete or has over three (3) years of performance, regardless of total POP.The solicitation is amended to show the requirement has now changed from 3 years to 5 years.
Can the government please provide the Past Performance Questionnaire attachment referenced in Tab 3: Past Performance (Factor 3)?The questions are provided in the solicitation under Attachment C.
Can the government please provide a facility list as referenced in the PWS (Attachment 1A)?Yes, Attachment 1A is provided through this amendment.
Can the government please provide an equipment inventory with the required PM frequencies for all assets as referenced in the PWS (Attachment 1B)?Yes, Attachment 1B is provided through this amendment.
Can the government please provide a list of assets requiring certifications and permits as referenced in the PWS (Attachment 1C)?Yes, Attachment 1C is provided through this amendment.

I do not see an equipment list per site for the project on SAM. Can you provide this? Yes, Attachment 1B is provided through this amendment.
