About this file
This is a Certified Disadvantaged Business Outreach Plan attachment for RFP 6189, issued by the Oregon Health Authority for Strategic Communication Services for Family Connects Oregon. The attachment serves as a standardized form that proposers must complete and submit with their proposals to demonstrate their commitment to providing equal opportunities for certified disadvantaged businesses to participate in contract performance. The form requires proposers to identify their own certification status under Oregon's certification program, provide historical information about their relationships with certified and potentially certifiable firms, and describe any anticipated subcontracting opportunities that may arise from the contract award.
Proposers must complete a comprehensive outreach plan if subcontracting opportunities are anticipated, including detailed descriptions of the steps they will take to solicit certified firms, identification of specific subcontracting opportunities with approximate dollar values, and confirmation of their willingness to report subcontractor information to the Oregon Certification Office for Business Inclusion and Diversity (COBID). Certified firms under this program include minority-owned businesses, woman-owned businesses, service-disabled veteran-owned businesses, and emerging small businesses certified under ORS 200.055. The information submitted in response to this outreach plan clause is explicitly excluded from any scored evaluation of the proposal, ensuring that compliance with disadvantaged business outreach requirements does not affect the technical or financial scoring of competing bids.
