RFP 44DOC-S2415

MONITORING/MANAGEMENT OF

WATER AND WASTEWATER SYSTEMS

QUESTIONS AND ANSWERS

1. Does this bid require a NV State Contractor’s License or is this in reference to Water and Wastewater Operator Licenses? Is item 3.6.3 CC a reference from another solicitation by chance and a NV Contractor’s License is not required for this opportunity? The scope of work didn’t appear that repairs are needed. The scope references adjustments, changing oil, inspections, maintenance and/or recommendations for CIP Preventative Maintenance items on aging equipment or that may impact the reliability of mechanical or electrical equipment. None of these items would seem to trigger the requirements for a contractor’s license.

A NV State Contractor’s License is not required, although NV companies are preferred. Wastewater Operator Licenses are required.

2. Contractor is responsible for laboratory analysis and costs. What certified laboratory testing is required for each facility? I did not see a table or schedule.

The certified laboratory is the responsibility of the contractor. An alternate laboratory may be required depending on location and travel time. Each site is different and can be determined at walkthrough.

3. Contractor is responsible for chemical costs. What chemical and quantity is needed or used by location? I did not see a table or schedule in the bid information provided.

The contractor provides chlorine at certain locations, and others may require methanol for wastewater treatment. It is dependent on the system. Chlorine is the primary chemical and currently requires direct transport by the contractor. Each site is different and can be determined at walkthrough.

4. Scope of work references water operations and wastewater operations personnel. What type (Water and or Wastewater) and which grade levels are required at each facility for this bid?

· Carlin CC: Water Grade D-1 / Wastewater – Grade 3

· Humboldt CC: Water Grade D-1 and T-1 / Wastewater – Grade 3

· Ely CC: Operation Suspended – DMRs for WWTP still submitted to maintain permit

· Ely State Max: Water Grade D-1 / Wastewater Grade 1

· Jean CC: Water System is combined with four facilities and compliance is through the SDCC system / Wastewater Grade 1

· Lovelock CC: System served by Lovelock Meadows Utilities, though bacterial testing is still required / Wastewater Grade 1

· Pioche CC: System served by Pioche Public Utilities, though bacterial testing is still required / Wastewater Grade 1

· Southern Desert CC/Southern Nevada CC: Water D-2 / Wastewater Grade 1

· Tonopah CC: Water D-1 / Wastewater – No current requirement

· Wells CC: Water D-1 / Wastewater Grade 3

5. Which Contractor is the current contract provider for this contract?

· SPB Utility Services

6. What is the current contract amount and for what time frame was the current contract? Are there any facilities that were added or removed from this solicitation compared to the current contract?

· The original contract was four years.

· The contract was extended two years due to COVID which was provided for in the original contract.

· The current contract is on a nine-month extension and through March 31in the amount of $122,021.00

· Ely CC was removed from the contract because it is not in operation. SPB is submitting quarterly reports so that the wastewater discharge permit remains open.
