Amendment #4 to RFP #35910-16927: Security Protection Services
This document is Amendment #4 to a Request for Proposals (RFP) issued by the Tennessee Department of Children's Services (DCS) for unarmed security protection services at DCS properties throughout the State of Tennessee. The RFP seeks Security Protection Officers (SPOs) to provide ongoing and temporary, as-needed assignments at various DCS locations statewide, including residential transitional homes and DCS offices across 83 counties and approximately 35 transitional homes. Services include facility patrol, perimeter security, youth supervision, de-escalation, emergency response coordination, and contraband management. Key operational requirements mandate that contractors respond to new security placement requests within six hours with officer arrival on-site, replace absent officers within two hours of notification, and maintain compliance with Handle with Care training protocols and Prison Rape Elimination Act (PREA) standards. All SPOs must complete initial DCS-specific training consisting of approximately 10-13 hours (first day virtual, second day in-person, billable to the State) and annual 2-hour refresher training. The Response Deadline is October 23, 2026, at 2:00 p.m. central time. Technical evaluations will be completed by October 29, 2026, with cost proposals opened October 30, 2026. The State will issue a Notice of Intent to Award on November 6, 2026, with the open file period ending November 13, 2026. The resulting contract will commence December 15, 2026, and run through December 14, 2031 (five-year term).
Compensation is structured on two hourly rates: a Standard Hourly Rate Per Officer of $33.25/hour and a Holiday Hourly Rate Per Officer of $49.87/hour (current rates under incumbent contract with Blue Life Security LLC, Contract #81289). The contract carries a maximum liability cap of $15 million, representing an expenditure ceiling rather than estimated contract value. No overtime pay is permitted; holiday pay applies only to hours actually worked on State holidays as specified by DCS. As of September 29, 2026, the incumbent contractor employed eight SPOs distributed across regions: West (2), Mid-West (1), Mid-State (4), East (1). State expenditures for FY26 (July 2025–June 2026) totaled $3,125,276.42. The contractor must provide all equipment, supplies, uniforms compliant with Tennessee state law, handcuffs, communications devices, and insurance at no cost to the State. Shift lengths are contractor-determined; the current contractor works 12-hour shifts billed at the hourly rate with actual hours worked compensated. Scheduled hours are not billable if assignments are cancelled anytime during the scheduled shift. No compensation is provided for standby personnel or standby availability. All proposed hourly rates must remain firm for the entire five-year contract term. Background clearance requirements include submission of a CS-0741 form to the DCS Security Administrator for each SPO, processed through the DCS due process unit, with no specific processing timeline provided. Subcontractors may be utilized if meeting all training, background, and uniform requirements and receiving State approval.

Usually, requests are in 24hr shifts however, as youth needs change, the shift needs may change in real time.

We have offices in 83 counties and approximately 35 transitional homes across the state.
• Number of officers per shift: Varies per request.
• All assignments are temporary depending on need.

• Temporary assignments: See staffing schedule response above
• Known changes: see staffing schedule response above
2. Please provide available monthly service hours and expenditures for the most recent 24 months, separating standard and overtime/holiday hours and identifying the location, county or region where available. DCS offices and transitional homes are on a temporary basis and change on a daily basis.
Overtime pay is not included in this contract.
Holiday pay shall follow the State Holiday schedule. This list of dates will be provided to the awarded contractor. Only hours worked on the holiday would be paid.

The additional background clearance requires the contractor to provide the DCS Security Administrator with a CS- 0741 form for each SPO who plans to work at DCS. Locations, specific to this contract.
Once this is received by the DCS security Administrator, it would then be sent to the DCS due process unit for processing.
