About this file

This is an amendment to a Request for Proposals issued by the State of Tennessee, Department of Children's Services (DCS) for unarmed security protection services. The RFP seeks proposals for Security Protection Officers (SPOs) to provide ongoing and temporary, as-needed assignments at DCS properties throughout Tennessee on a statewide basis. Services include facility patrol, perimeter security, youth supervision, de-escalation, emergency response coordination, and contraband management. All SPOs must complete DCS-specific training covering Security Guard Expectations, Trauma Informed Practice, Situational Awareness, and Handle with Care protocols before assignment. The contractor must replace officers within two hours of vacancy notification. Proposals were due October 2, 2026 at 2:00 p.m. central time, with technical evaluations completed by October 9, 2026, cost proposal opening on October 13, 2026, and a Notice of Intent to Award issued on October 21, 2026. The resulting contract runs for a five-year term from December 15, 2026 through December 14, 2031.

Compensation is hourly based on standard hours and overtime/holiday hours per officer, with no minimum purchase guarantee provided. The contractor must obtain and maintain all required licenses and permits under Tennessee Code Annotated Section 62-35 Private Protective Services Licensing and Regulatory Act, conduct background checks compliant with Tennessee Department of Commerce and Insurance requirements, and provide all equipment, supplies, and insurance at the contractor's expense. Travel time, meals, and lodging are not compensable by the State. The maximum liability cap is set at fifteen million dollars. Award selection is based on qualifications, experience, technical approach, and cost rather than lowest price alone, with a protest period ending October 28, 2026. The State reserves the right to reject any and all responses.
