About this file
This is an amendment to a Request for Proposals (RFP #35910-16927) issued by the State of Tennessee Department of Children's Services for unarmed security protection services at DCS properties throughout Tennessee on a statewide basis. The amendment updates the RFP schedule of events with revised critical dates. Key milestones include a disability accommodation request deadline of September 14, 2026, a Notice of Intent to Respond deadline of September 15, 2026, and a written questions and comments deadline of September 22, 2026. The state will respond to written questions and comments by October 15, 2026, with the response deadline extended to October 22, 2026 at 2:00 p.m. central time. Technical response evaluations will be completed by October 28, 2026, followed by opening and scoring of cost proposals on October 30, 2026. Negotiations are scheduled for November 2-3, 2026, and the State Notice of Intent to Award will be released on November 6, 2026 at 2:00 p.m., with the open file period extending through November 13, 2026 at 4:30 p.m. The contractor signature deadline is set for November 19, 2026 at 2:00 p.m., and the resulting contract will run from December 15, 2026 through December 14, 2031 (five-year term).
The contractor must provide Security Protection Officers for ongoing assignments and temporary, as-needed placements at DCS facilities statewide, with the ability to replace officers within two hours of vacancy notification. Compensation is hourly based on standard hours and overtime/holiday hours, with all equipment, supplies, insurance, travel time, meals, and lodging provided at the contractor's expense. The contractor must obtain and maintain all required licenses and permits under Tennessee Code Annotated Section 62-35 Private Protective Services Licensing and Regulatory Act and conduct background checks compliant with Tennessee Department of Commerce and Insurance requirements. All SPOs must complete DCS-specific training before assignment covering Security Guard Expectations, Trauma Informed Practice, Situational Awareness, and Handle with Care protocols. Award will be based on qualifications, experience, technical approach, and cost rather than lowest price alone, with a maximum liability cap of fifteen million dollars and no minimum purchase guarantee provided.
