About this file

This is Amendment 1 to Request for Proposals #35910-16927 issued by the State of Tennessee Department of Children's Services for unarmed security protection services. The amendment updates the RFP schedule of events with revised dates for key milestones. The Written "Questions & Comments" deadline has been moved to September 22, 2026 at 2:00 p.m. central time, with the State providing responses by September 30, 2026. The response deadline remains October 7, 2026 at 2:00 p.m., followed by State completion of technical evaluations by October 16, 2026 and opening and scoring of cost proposals on October 21, 2026. Negotiations are scheduled for October 26-27, 2026, with the State releasing its Notice of Intent to Award on November 2, 2026 at 2:00 p.m. The open file period for public inspection runs through November 9, 2026 at 4:30 p.m., after which the State will send the contract to the selected contractor on November 10, 2026. The contractor signature deadline is November 12, 2026 at 2:00 p.m. The resulting contract will run for five years from December 15, 2026 through December 14, 2031.

The amendment specifies that all revisions are effective upon release, with all other RFP terms and conditions remaining in full force and effect. The original RFP, issued September 9, 2026, requires responses for statewide security protection services at DCS properties throughout Tennessee. Security Protection Officers must be available for ongoing assignments and temporary, as-needed placements with the ability to replace officers within two hours of vacancy notification. Contractor compensation is hourly based on standard hours and overtime/holiday hours per officer, with all equipment, supplies, insurance, travel time, meals, and lodging provided at the contractor's expense. The contractor must obtain and maintain all required licenses and permits under Tennessee Code Annotated Section 62-35 and conduct background checks compliant with Tennessee Department of Commerce and Insurance requirements. Award will be based on qualifications, experience, technical approach, and cost rather than lowest price alone, with a maximum liability cap of fifteen million dollars.
