Amendment 3 to RFP #33501-262529 for Manufactured Housing Inspection and Codes Enforcement System
This is Amendment 3 to a Request for Proposals issued by the State of Tennessee Department of Commerce and Insurance for the development, implementation, and maintenance of a Software as a Service (SaaS) manufactured housing inspection and codes enforcement system. The amendment updates the RFP schedule and provides state responses to written questions and comments submitted by prospective respondents. Key revisions include a confirmation of the pre-response conference scheduled for April 23, 2026 at 10:00 a.m. Central Time, a Notice of Intent to Respond deadline of April 24, 2026, and a final response deadline of June 29, 2026 at 2:00 p.m. Central Time. The amendment establishes a two-round written questions process, with the first round deadline of April 29, 2026 and the second round limited to five questions with a deadline of May 22, 2026. Respondent oral presentations are scheduled for July 20-23, 2026, with state completion of technical evaluations by July 28, 2026 and cost proposal scoring on July 29, 2026. The Notice of Intent to Award is scheduled for August 6, 2026, with the protest period ending August 13, 2026 and a contractor signature deadline of August 19, 2026. The contract term consists of thirty-six months of maintenance following implementation, with two optional twelve-month renewal periods.
The amendment clarifies specific RFP requirements through state responses to submitted questions, including confirmation that Plans Examiners should not have back-office user rights, that users must be able to submit POCA documents through the online portal, and that County Clerks collect decal fees and remit the appropriate portion to the State monthly. The amendment authorizes respondents to include supplemental appendices in their technical responses, provided they are clearly labeled and referenced to specific RFP requirements. The amendment also directs the replacement of the original RFP #33501-262529 with Release #2 and the replacement of RFP Attachment 6.5 System Requirements Matrix with Release #2, with all revisions highlighted in the updated documents. All other terms and conditions of the original RFP remain in full force and effect.

# QUESTION / COMMENT STATE RESPONSE
C.9 1.Are Plans Examiners allowed to be core back-office users?
No. Plans Examiners shouldn't have back-office rights. Instead, we have Admin staff that need those rights.

Yes.

County Clerks collect the fees then remit the appropriate portion to the State each month. However, the expectation of the Contractor would be to manage the decal payments as set forth in items 33-38 of the revised RFP Attachment 6.5. System Requirements Matrix.
