About this file

This is Addendum #2 to RFP #27-02 issued by the Town of Hamden, Connecticut for On-Call Arborist Consulting Services, along with a sample contract agreement. The arborist services requested include tree inspections, risk assessments, support to the Tree Warden, advice on tree pruning, removal, fertilization, and treatment in accordance with ANSI A300 standards, consultation on strategic planning and tree inventory development, and potential attendance at tree appeal hearings and meetings. Services will be provided on an as-needed basis with no set schedule or minimum hours per week, though the consultant must respond to service requests within a couple of days. Tree appeal hearings have historically occurred one to five times per year, and monthly Tree Commission meetings may require attendance. The contract term runs from 2026 through an unspecified end date with potential extension options, and the proposal deadline was October 20, 2026.

At a minimum, the contractor must hold current International Society of Arboriculture (ISA) Certification with Tree Risk Assessment Qualification (TRAQ), while the American Society of Consulting Arborists (RCA) credential is preferred. Compensation is structured as an hourly rate with all travel costs included, payable within 30 days of invoice approval, and out-of-pocket expenses will be reimbursed by the Town with prior approval and supporting documentation. The Town has no specific budget allocated for these services, though historically consulting arborist invoices have been paid from the Professional/Technical account. Contractors must provide proof of liability insurance and workers' compensation coverage with specified minimum limits and must comply with Connecticut state and federal regulations, including prevailing wage requirements and non-discrimination statutes.
