About this file

This is a Notice of Intent to Award issued by the Orlando Utilities Commission (OUC) for industrial vacuum truck and pressure washing services to support maintenance and operations at multiple Florida power generation facilities. The RFP 26 PR9033 solicitation sought qualified vendors to provide removal and pressure washing services for industrial materials including limestone slurry, bottom ash, fly ash, and economizer ash at the Stanton Energy Center, Indian River Plant, and Osceola Generating Station. The procurement anticipated approximately 300 hours of service during major maintenance outages (typically spring and fall) and 200 hours during non-outage periods annually. The RFP was issued on March 26, 2026, with questions and comments due April 9, 2026, addenda issued by April 16, 2026, and proposals due April 23, 2026, at 2:00 PM EST. The Notice of Intent to Award, dated May 15, 2026, recommends awarding the contract to five firms: Groome Industrial Service Group; American Compliance Technologies, Inc. d/b/a A-C-T Environmental & Infrastructure; Action Environmental, LLC; Lewis Environmental, LLC; and Evo Corporation. The contract term is five years with two optional one-year renewal periods at OUC's discretion, contingent upon final Commission approval and formal contract execution.

Qualified suppliers were required to demonstrate a minimum of three years of industry experience, provide three verifiable references, and maintain equipment including ownership or long-term leases of at least four vacuum trucks (300-1,000 CFM capacity) and three tank trucks (minimum 5,000 gallon capacity). Pricing submissions required separate all-inclusive hourly rates for standard hours (0600-1800 Monday-Friday), overtime/off-hours (1800-0600 and weekends), holidays, and emergency response work, with round-trip charges to each facility and field supervisor charges. OUC established an 8% Minority/Women Business Enterprise (M/WBE) participation goal, and selected vendors were required to comply with drug-free workplace policies and attend mandatory contractor orientation. General Liability insurance of at least $2,000,000 per occurrence and Auto Coverage of at least $1,000,000 were required, with no bid bond or performance bond required. Pricing remains firm throughout the five-year base contract period, with annual price adjustments permitted only after 60 days' notice prior to renewal periods, limited to increases exceeding 3 percent and supported by Consumer Price Index documentation. Payment discount options range from 1% for payment within 20 days to 3% for payment within 10 days, with vendors able to propose alternative structures.
