About this file
This is a Company Qualifications Form (Attachment 'C') for RFP 26 PR9033 issued by the Orlando Utilities Commission (OUC) for Industrial Vacuum Truck and Pressure Washing Services at three Florida power generation facilities: the Stanton Energy Center (SEC), Indian River Plant (IRP), and Osceola Generating Station (OGS). The RFP solicits qualified vendors to provide removal and pressure washing services for industrial materials including limestone slurry, bottom ash, fly ash, and economizer ash. Service requirements are estimated at approximately 300 hours during major maintenance outages (typically spring and fall) and 200 hours during non-outage periods annually. The RFP issue date was March 26, 2026, with questions and comments due April 9, 2026, addenda due April 16, 2026, and proposal submission deadline of April 23, 2026, at 2:00 PM EST. The contract term is five years with two optional one-year renewal periods at OUC's discretion. Vendors must respond to standard service requests within 12 hours and emergency requests within 4 hours.
Qualified bidders must demonstrate minimum three years of industry experience at utility-scale power plants and provide three verifiable references for similar projects. Required equipment includes ownership or long-term leases of at least four vacuum trucks (300-1,000 CFM capacity) and three tank trucks (minimum 5,000 gallon capacity). Vendors must carry General Liability insurance of at least $2,000,000 per occurrence and Auto Coverage of at least $1,000,000, be properly licensed by the State of Florida, and comply with OUC's drug-free workplace policy. OUC has established an 8% Minority/Women Business Enterprise (M/WBE) participation goal for this contract. Pricing must be submitted in Excel format with separate all-inclusive hourly rates for standard hours (0600-1800 Monday-Friday), overtime/off-hours (1800-0600 and weekends), holidays, and emergency response work, plus round-trip charges to each facility and field supervisor charges. Annual price adjustments are limited to increases exceeding 3 percent after the five-year base contract period and must be supported by Consumer Price Index documentation. No bid bond or performance bond is required, and payment discount options range from 1% for payment within 20 days to 3% for payment within 10 days.
