About this file

This is a bid tabulation and evaluation summary document for the Orlando Utilities Commission (OUC) Request for Proposal 26 PR9033 for Industrial Vacuum Truck and Pressure Washing Services. The RFP solicits qualified vendors to provide removal and pressure washing services at multiple Florida power generation facilities, including the Stanton Energy Center, Indian River Plant, and Osceola Generating Station, with anticipated annual service requirements of approximately 500 hours combined during major maintenance outages and non-outage periods. The RFP was issued on March 26, 2026, with a proposal submission deadline of April 23, 2026, at 2:00 PM EST. Eight suppliers submitted proposals out of 66 who accessed the solicitation, with two suppliers submitting "No Bid" responses. The contract term is five years with two optional one-year renewal periods at OUC's discretion. Qualified bidders must demonstrate a minimum of three years of industry experience, maintain at least four vacuum trucks (300-1,000 CFM capacity) and three tank trucks (minimum 5,000 gallon capacity), and respond to standard service requests within 12 hours and emergency requests within 4 hours.

The bid evaluation committee scored proposals across five weighted criteria: Response Time and Equipment Availability (40%), Ability and Capability (20%), Price (20%), References (15%), and Financial Stability (5%). The evaluation resulted in the award of contracts to five vendors: Groome Industrial Service Group (ranked 1st with a weighted score of 87.8), Lewis Environmental (2nd, 78.2), Thompson Industrial Services (3rd, 76.3), Evo Corporation (4th, 73.2), and American Compliance Technologies (5th, 71.9). Pricing submissions must include all-inclusive hourly rates for standard hours, overtime/off-hours, holidays, and emergency response work, along with round-trip charges to each facility and field supervisor charges. The contract includes an 8% Minority/Women Business Enterprise (M/WBE) participation goal, and selected vendors must carry General Liability insurance of at least $2,000,000 per occurrence and Auto Coverage of at least $1,000,000. Annual price adjustments are permitted only after 60 days' notice prior to renewal periods, limited to increases exceeding 3 percent and supported by cost documentation based on the Consumer Price Index.
