About this file
Summary
This is Addendum #2 to RFP 26 PR9033 issued by the Orlando Utilities Commission (OUC) for Industrial Vacuum Truck and Pressure Washing Services at three Florida power generation facilities: Stanton Energy Center, Indian River Plant, and Osceola Generating Station. The amendment addresses 19 questions and answers clarifying contract requirements, including confirmation that the 8% M/WBE subcontracting goal is non-mandatory and not a factor in award evaluation. OUC estimates annual service requirements of approximately 300 shutdown hours and 200 non-outage hours combined across all three facilities, with approximately 25% of calls requiring emergency services (4-hour response time) and 15% of work performed outside the primary location. The contract execution timeline begins July 29, 2026, following expiration of the current contract on July 28, 2026. The proposal due date was revised to April 27, 2026, at 2:00 p.m., with electronic submission required via VendorLink. No site visits will be conducted due to time constraints. Revised Attachment C (Company Qualifications in Excel format) and Attachment D (Compliance Submittal Forms) have been added as submittal requirements, with additional forms to be provided in Addendum 3.
Pricing must remain firm throughout the five-year base contract period, with contractors permitted to petition for price increases 60 days prior to annual renewal periods, supported by documentation and limited to increases exceeding 3% based on labor and fuel cost changes indexed to the Consumer Price Index. Current contract rates are provided as reference, with pricing structured as all-inclusive hourly rates for standard hours (10-hour days, Monday-Friday), overtime/off-hours, holidays/weekends, and emergency response work, plus round-trip charges to each facility ($100 for Stanton Energy Center, $200 for Indian River Plant). Payment discount options range from 1% for net 30 payment to 3% for payment within 10 days. Qualified bidders must demonstrate minimum three years of experience at utility-scale power plants, maintain equipment meeting specified requirements including vacuum trucks and hydro-blasting capabilities with 12-hour and 4-hour response time capacity, carry General Liability insurance of at least $2,000,000 per occurrence and Auto Coverage of at least $1,000,000, and submit three verifiable references for similar projects. The contract includes a five-year base term with two optional one-year renewal periods at OUC's discretion.

RFP26 PR9033
Industrial Vacuum Truck & Pressure Washing Services
ADDENDUM #2
DATED: April 17, 2026
The RFP has been amended as stated below.
In your Proposal submittal, you MUST note that all Addenda were received OR YOUR PROPOSAL MAY BE CONSIDERED NON- RESPONSIVE. If additional information is required regarding this RFP, please feel free to contact the buyer of record at jmclester@ouc.com.
QUESTIONS AND ANSWERS:
Q1 – Section 1.5 of the RFP (page 5) states that rates need to remain firm for the base contract and extension years, but the note at the bottom of Attachment B (above the payment discounts) indicates that contractors can petition for increases sixty days before the option years begin.
Which is correct.
A1 – Awarded Contractor(s) may submit a request for price increase sixty days prior to beginning of the renewal years. Request must include backup documentation.
Q2 – Section 1.7 provides a link for a contract sample, but it does not seem to work on my end.
Can OUC provide a copy of the sample contract? Same goes for the exception form listed in section 3.9.
A2 – These forms will be provided in Addendum 3.
Q3 – Is the 8% subcontracting M/WBE goal in section 3.1.7 mandatory?
A3 – No. M/WBE will not be a factor in award.
Q4 – What portion/percentage of the current contract has been emergency services (4-hour response time) versus the 12-hour response work?
A4 – Approximately 25% of the calls have been emergency.
Q5 – What percent of the current contract was work performed outside the primary location, Stanton Energy Center?
A5 – Approximately 15% of the work was outside of primary location
Q6 – What was the basis used to determine your approximate shutdown hours and non-outage hours?
A6 – The outage cycles on all the facilities, and experience on unplanned/corrective maintenance work.
Orlando Utilities Commission P.O. Box 3193 Orlando Florida 32802 Reliable Plaza : 100 W Anderson St. Orlando, FL 32802 Phone: 407.434.2217 Website: www.ouc.com mailto:jmclester@ouc.com http://www.ouc.com/
Q7 – Please describe a typical emergency response scenario in terms of materials to be cleaned up, cleaning activities and duration of event.
A7 – Some critical potable leaks require rodder tuck excavation, driver and operator. Limestone slurry and coal rejects trenches cleanups usually require a wet/dry and driver only.
Q8 – Are the hours per year estimates listed in the RFP for each plant or combined across all three plants?
A8 – it’s a combined estimate.
Q9 – Is it possible to visit the three primary sites listed in the RFP?
A9 – Due to time constraints there will not be a site visit. This is not a one time project, but an ongoing term agreement with price based on hourly rates, so a site visit is not considered pertinent at this time.
Q10 – What constitutes an “Emergency Service” request?
A10 – Environmental cleanups, some potable water line repairs, and any other situation that involves safety of plant personnel or affects plant output.
Q11 – What is the expected timeline for contract execution after the award decision?
A11 – Unless there is an outage -which will be coordinated with ample time- the work executed under the contract will mostly be by call outs. The current contract expires July 28, 2026 and therefore it is the intent of OUC to execute new contract(s) to begin on July 29, 2026.
Q12 – What percentage of the approximate 300 shutdown hours and the 200 non-outage hours expressed in the bid package will be utilized at each of the three plants? Is it expected to be split into thirds?
A12 – 15-20% of the work is estimated to take place on OGS or IRP.
Q13 – Is there an inline Vacuum Header in place? If so, what size is the connection?
A13 – There is 6” vacuum header connection at SEC boiler buildings.
Q14 – Are the water sources standard fire hose connections?
A14 – Yes
Q15 – What is a typical crew size?
A15 – Wet/dry is typically just the driver. For the Rodder truck there should be driver and operator.
Q16 – How will fuel service charges be addressed?
A16 – Should be part of the trip charges.
Q17 – Whose Confined Space Program do Contractors work under?
A17 – The site’s confined space program.
Q18 – Will the winning contractor be able to place a storage container (Conex) onsite, and would there be any associated costs with having storage onsite?
A18 – There will not be any charges associated with storing a container onsite. But this will require approval from site management.
Q19 – Would you be able to provide the current contract rates?
A19 – Current contract rates are attached.
