This Request for Proposals (RFP) #26-03 is issued by the City of Oviedo, Florida, a municipal corporation with a population of 40,000 located in Seminole County, seeking proposals for a comprehensive Human Resources Information System (HRIS) solution. The city requires a single, integrated enterprise system capable of managing recruiting and applicant management, onboarding, compliance, reporting and analytics, performance management, training, and survey and forms management functions. The RFP was released on August 31, 2025, with a deadline for written questions by September 19, 2025, and proposals due by September 30, 2025 at 2:00 p.m. Eastern Standard Time. An evaluation meeting is anticipated for October 16, 2025, with an anticipated award date in November 2025. The initial contract term is five years, with automatic renewal for two additional one-year terms, for a maximum cumulative term of seven years. The contract will be governed by the City's standard Professional Services Agreement, which is non-negotiable and must be executed without exception. All proposals must be submitted electronically through VendorLink with required documentation including insurance certificates, non-collusion affidavits, conflict of interest statements, and various compliance forms.

The evaluation will be conducted on a 100-point scale distributed across five criteria: functionality and features (25 points), security and compliance (15 points), implementation and training (15 points), vendor reputation and support (20 points), and pricing and cost efficiency (25 points). For pricing purposes, the city estimates a workforce population of 329 full-time employees, 10 part-time employees, and 17 seasonal/part-time employees. The RFP does not identify an incumbent vendor or specify set-aside designations for disadvantaged enterprises. Proposers must demonstrate compliance with Florida Statutes requirements including E-Verify enrollment, foreign entity law compliance, and drug-free workplace certification. The city requires cyber liability insurance with limits of not less than $5,000,000 per occurrence and professional liability insurance of not less than $5,000,000, along with standard commercial general liability and workers' compensation coverage. The RFP emphasizes seamless integration with existing systems, particularly the Naviline payroll system, and mandates that all plans, drawings, reports, and specifications resulting from the vendor's services become the property of the City of Oviedo upon final payment.
