About this file
This is Addendum No. 1 to RFP 26-03 issued by the City of Oviedo, Florida, dated September 11, 2025, in response to bidder inquiries regarding a Human Resources Information System (HRIS) procurement. The addendum clarifies the city's current technology environment and implementation expectations for the proposed HRIS solution. The City of Oviedo, with a workforce of 356 employees, is seeking a comprehensive integrated HRIS platform to replace or consolidate multiple existing systems. The city has specified that implementation will occur in phases rather than a full simultaneous go-live, with full implementation expected to be completed within 12 months from contract award. Proposals were due on September 30, 2025, at 2:00 PM EST, and acknowledgment of this addendum is required on page 40 of the original RFP packet, with failure to acknowledge resulting in bidder disqualification.
The city currently operates multiple third-party systems including NeoGov for applicant tracking, onboarding, performance evaluations, and training; Naviline Central Square for payroll and HR functions; Bentek for employee benefit management; and Kronos for timekeeping. Background checks are outsourced to Alert, drug testing is conducted at the city's on-site employee clinic, and physical abilities assessments are performed by Cora. The city indicated that the allocated budget range has not yet been identified, and the amount of historical HR and payroll data to be migrated into the new system remains uncertain. The contract term will be five years with potential for two additional one-year renewals, allowing for up to seven years total. The evaluation criteria allocate 25 points each to functionality and features and pricing and cost efficiency, 20 points to vendor reputation and support, and 15 points each to security and compliance and implementation and training.
