About this file
This is a Scope of Work document for the Orange County Transportation Authority (OCTA) in California, which is seeking a teleservices consultant to develop and administer a countywide telephone town call as part of the Long-Range Transportation Plan (LRTP) public outreach process. The town call will be simulcasted in English, Spanish, and Vietnamese, and will serve the County of Orange. The consultant must have demonstrated experience organizing and conducting regional telephone town calls for transportation or government agency projects. The scope consists of three primary tasks: developing overall strategy and work plan, preparing the town call infrastructure with customized web-based software capable of live polling and streaming, and administering the actual town call event. Key deliverables include a work plan with project schedule, customized teleservice software for three languages, pre-call participant invitations, detailed poll results and participation reports, and audio recordings of the town call. The work must be completed no later than fall 2026 under a firm-fixed price agreement, with OCTA's project manager providing approval of all work.
The contract budget is $35,000 for a one-year term effective May 1, 2026 through April 30, 2027. The consultant will be responsible for determining the most efficient town call format to gather public feedback and will handle customization of teleservice software, establishment of an event specialist for day-of technical management, and administration of a countywide pre-call to encourage participation. OCTA will manage town call promotion, script creation, and poll question development. The consultant's personnel are explicitly prohibited from making governmental decisions, authorizing actions, or committing OCTA to any course of action without significant intervening substantive review by OCTA personnel, counsel, and management.

LONG-RANGE TRANSPORTATION PLAN TELEPHONE TOWN CALL
SCOPE OF WORK
BACKGROUND
The Orange County Transportation Authority’s (OCTA) projects, programs and services affect every aspect of transportation within Orange County. OCTA is a multimodal agency involved in decisions that affect the daily quality of life for more than three million people who live in Orange County and countless others who travel here.
As the region’s transportation agency, OCTA is responsible for providing public transportation via countywide bus service, coordinating rideshare services, funding the three Metrolink lines in the county, operating Express Lanes, working with Caltrans to improve freeways, partnering with local jurisdictions to improve streets and roads, administering the Measure M Transportation Investment Plan, and developing and implementing short- and long-term transportation plans.
Every four years, OCTA updates the Long-Range Transportation Plan (LRTP). The multimodal projects and programs included in the plan are the basis for the Southern California Association of Governments’ (SCAG) Regional Transportation Plan (RTP). The LRTP provides a visionary blueprint for transportation improvements for Orange County and input into the development of the RTP.
The general goals of the LRTP are to assess the performance of the transportation system over a 20-plus year horizon, and to identify the projects that best address the needs of the system based on expected population, housing and employment growth, while also taking forecasted financial assumptions into account. The LRTP provides both a financially constrained plan, which considers funding limitations, and an unconstrained plan, which contains an array of potential improvements should additional funding sources become available.
GOAL
OCTA strives to increase public awareness and participation through a variety of outreach activities and tactics throughout all stages of major planning studies, such as the LRTP. Public engagement is important both in the beginning “blue sky” phase to help with brainstorming, and in obtaining more specific feedback on the draft plan later in the process.
OCTA is seeking a teleservices company (CONSULTANT) with appropriate in-house software to develop and administer a countywide telephone town call. The goal is to host a live and interactive countywide town call. The public’s opinions, ideas and priorities gathered from the town call will be analyzed along with technical data that will result in a final plan, which will then be provided to SCAG.
The town call will:
· Be accessible by phone or online via live web streaming
· Inform the public about the LRTP
· Ask live survey questions and receive responses immediately from participants
· Provide a platform for the public to ask questions and receive answers live
· Provide staff with the opportunity to seek opinions and have discussions with members of the public
