About this file
This document is a Procurement Plan memo from the Contracts and Procurement Management (CAMM) department to the Orange County Transportation Authority's Public Outreach Section regarding an informal Request for Proposals (RFP 250173) for Telephone Town Call Services. The Orange County Transportation Authority seeks qualified firms to provide in-house software capabilities to develop and administer live and interactive telephone town calls for two studies. The contract term is one year, effective May 1, 2026 through April 30, 2027, with a firm-fixed-price contract structure selected due to the specific Scope of Work detailing defined tasks and deliverables.
The budget allocation for this procurement is $35,000 from local funding sources. The evaluation will be conducted using weighted criteria: Qualifications of the Firm (30%), Staffing and Project Organization (20%), Work Plan (25%), and Cost (25%). An independent cost estimate has been received, and the requisition number is R000990. The procurement plan indicates that retention, prevailing wages, and liquidated damages apply to this contract. Internal evaluators include Marissa Espino, Section Manager III, Public Outreach, and Leslie Tuiteleleapaga, Community Relations Specialist Associate. The procurement plan was approved by both the Project Manager and the CAMM Section/Department Manager on March 9, 2026.
