About this file

This document is a Bidder Questions and Responses file for Request for Proposal (RFP) No. 250000001038 issued by the State of Michigan, specifically the Department of Technology, Management, and Budget, for Statewide Imaging and Microfilm Services and Digital Microfilm Scanner Full-Service Maintenance. The RFP seeks a comprehensive imaging and document management service, covering activities such as data entry, digital scanning, microfilm processing, and document handling. The project involves processing approximately 216 active projects, with varying turnaround times ranging from same-day to several weeks, and includes services like scanning engineering drawings, processing incoming mail, and on-demand scanning. The state prefers a single provider but will consider partial awards if all services can be covered.

The pricing structure is based on estimated annual usage figures from fiscal year 2024, with detailed pricing schedules for various services including hourly data entry, digital scanning, and remote scan locations. Notably, all work must be performed within the State of Michigan, with rare exceptions for specialty services. The state is open to alternative pricing models and measurements, such as per-document billing instead of keystrokes. Key requirements include using state-provided file transmission methods, adhering to specific digital image capture standards, and potential use of various media types like USB drives. The contract emphasizes flexibility, with specific service details to be documented in individual authorizing documents approved by the agency and Records Management Services.
