About this file

This is a Request for Proposals (RFP) issued by Beaverton School District 48J in Oregon for USDA Commodity Processing Pizza services. The District seeks qualified proposers to establish a Master Price Agreement for processing United States Department of Agriculture (USDA) Foods items into finished pizza products and providing commercial equivalents when donated foods are depleted. The non-mandatory pre-proposal conference will be held virtually via Microsoft Teams on December 2, 2025, at 2:30 PM PST, with RSVP required 24 hours prior. Proposals must be submitted by email to contracts@beaverton.k12.or.us no later than January 29, 2026, at 2:00 PM PST. The contract will be effective upon execution through June 30, 2027, with four optional one-year renewal terms available. The District serves approximately 41,000 students across 34 elementary schools, 9 middle schools, 6 high schools, and 5 option schools in northwestern Oregon.

Pricing will be evaluated using a Fee-for-Service value pass-through method, with the lowest priced proposal receiving maximum points and other proposals weighted proportionally. Order minimums are capped at 2,500 pounds or case-equivalent for products with shelf lives of 120 days or less, and 5,000 pounds for products exceeding 120 days shelf life. The provider must deliver products to the District's distributor (currently Sysco in Wilsonville, Oregon) within agreed delivery windows, maintain specific temperature requirements for frozen and refrigerated items, and fulfill 98% of orders on the scheduled delivery day with remaining items delivered within five days. The District will divert USDA Foods based on the provider's approved Summary End Product Data Schedule, and products must comply with all federal Buy American provisions, contain no MSG, and meet Oregon Department of Education Child Nutrition Programs specifications. Annual price increases cannot exceed the prior year's Consumer Price Index increase for the applicable region unless the provider demonstrates actual cost increases or industry-specific market conditions.
