About this file
This document is Addendum #3 to Request for Proposal (RFP) 24-10 for Smart Environmental Sensors (Annual Contract) issued by the Savannah-Chatham County Public School System (SCCPSS). The RFP seeks proposals for the installation of smart environmental sensors across 463 identified areas in SCCPSS facilities. The addendum responds to questions received and extends the RFP closing date to November 2, 2023 at 2pm. Clarifications are provided regarding the expected number of devices, installation timelines, building modifications, network infrastructure responsibilities, and pricing structure. The RFP has a rigid timeline, and SCCPSS will work to execute agreements quickly upon award. No specific award date is provided.
Regarding pricing, the addendum notes that per-unit costs may vary across schools due to differences in building construction, layout, and age, and offerors may present these as "adds" at the time of final survey. Progress billing is allowed, but down payments are not. SCCPSS has its own in-house cybersecurity team and will be responsible for network switches.

Questions and Answers

Answers
1.
SCCPSS has requested pricing based on 463 identified areas (restrooms, locker rooms, stairwells, etc.). Most restrooms and stairwells will require multiple devices upon execution of the final surveys to apply square footage and airflow testing requirements for these devices. Has SCCPSS factored in the timeline necessary to install the probable increased amount of devices which could be 2 x 463?
Solicitation Form 12:
Sealed Fee Proposal
As stated in the referenced section “(The actual quantities will be determined per specific measurements as recommended by the manufacturer for space size.), yes this has been taken into account.
2.
What hours will be available for installation on this project; school hours, evening, over night, weekends? Please clarify.
Working hours will be determined and worked out with the project manager upon award.
3. What is the expectation for replacement of brittle ceiling tiles, painting and patching due to penetrations, and other cosmetics stemming from architecture and/or older buildings?
This will be determined as needed by the project manager.
4. Will SCCPSS supply and be responsible for all network switches with appropriate power requirements and available ports?
SCCPSS will be responsible for all network switches.
5. The Halo 3C will handle the required specifications except for “Occupancy”, whereas the Halo 3C-PC will be required. These two devices have a measurable difference in cost that will be budget-impacting. To keep all offerors on the same page, and keep from submitting two proposals, how would you like us to handle the presentation of this? Two proposals, pricing alternate, etc.
