RFP Summary: Perinatal Mental Health Support

This is a Request for Proposals issued by the New Hampshire Department of Public Health and Human Services (DHHS) for Perinatal Mental Health Support services. The state seeks qualified providers to deliver comprehensive mental health support services to pregnant individuals and those in the perinatal period, including screening, assessment, treatment, and care coordination services. The RFP encompasses multiple service delivery modalities and requires providers to demonstrate clinical expertise in perinatal mental health, including identification and treatment of depression, anxiety, post-traumatic stress disorder, and substance use disorders during pregnancy and postpartum. Proposals were due by the specified deadline, with contract awards anticipated following evaluation and selection processes. The contract term includes an initial period with potential renewal options, allowing for continued service delivery upon satisfactory performance and mutual agreement.

The RFP establishes pricing requirements based on a fee-for-service or capitated model, with specific rates and reimbursement structures detailed in the proposal documents. Funding for this initiative derives from state appropriations and federal sources, including Medicaid and other maternal health programs. The state may have identified incumbent providers or service gaps in current perinatal mental health offerings that this RFP aims to address. Applicants must demonstrate financial stability, appropriate licensure and credentials for all clinical staff, and capacity to serve diverse populations across New Hampshire. Preference may be given to organizations with existing infrastructure, partnerships with obstetric providers, and proven experience delivering evidence-based perinatal mental health interventions.

Background

1.4.1. New Hampshire Department of Health and Human Services, Division of Public Health, Bureau of Family Health and Nutrition

The Department’s mission is to join communities and families by providing opportunities for citizens to achieve health and independence, while promoting optimal health, well-being, and protection from illness and injury. The Department is responsible for serving the public, including individuals, families, communities and organizations, by delivering high quality, evidence-based services. The Department responds promptly to public health threats, inquiries, and emerging issues.

RFP-2027-DPH-06-PERIN

Page 5 of 19 v.2.1

The Division of Public Health, Bureau of Family Health and Nutrition is dedicated to promoting and improving the health and well-being of all families by focusing on implementing programs and policies that address nutrition and maternal and child health. Through program planning, evaluation, education and community outreach the Bureau strives to enhance the overall health outcomes for individuals and families in New Hampshire.

• NH House Bill 2, enacted in 2025, included several maternal health initiatives designed to address the state’s maternal health crisis. The legislation contained a transformative investment in maternal and family well-being, responding to alarming trends such as high rates of postpartum depression, maternal mortality linked to behavioral health, and the closure of 11 maternity wards over two decades. This RFP addresses key provisions of this legislation including:

• Expanded maternal mental health screening which requires Medicaid and private insurers to cover depression screenings for mothers during well-child visits, including after pregnancy loss or adoption.

• A statewide Perinatal Peer Support Certification Plan that mandates the development of a certification program aligned with national standards to strengthen peer support services.

• Perinatal Psychiatric Teleconsultation services through funding of a provider-to-provider teleconsultation line to improve access to psychiatric expertise for healthcare providers serving perinatal women.

1.4.2. Objective

The Bureau of Family Health and Nutrition is committed to connecting perinatal women to comprehensive mental health resources and supports. This statewide initiative is designed to assist pregnant and postpartum women by linking them to compassionate, evidence-based mental health care and related services. The program addresses critical gaps in perinatal mental health care by assisting with navigating resources such as mental health care and offering navigation assistance for resources such as mental health treatment, housing, WIC, and substance use services, while also strengthening provider support through training, technical assistance, maternal mental health screening workflow tools, and regional partnerships to enhance care coordination.

1.4.3. Covered Populations

Perinatal women in New Hampshire and perinatal health care providers. The Department estimates that approximately 80 women and 200 providers will be served during the term of the resulting contract.
