About this file

This is an Official Q&A document from the New Hampshire Department of Health and Human Services for Request for Proposals RFP-2027-DPH-06-PERIN, which solicits proposals for Perinatal Mental Health Support services. The document addresses vendor questions regarding proposal requirements and the scope of services. According to the guidance provided, vendors are not permitted to propose changes to the requirements outlined in Appendix A, Scope of Services, and must describe how all services specified in that appendix will be delivered. Section 4.3.3.1 of the RFP explicitly prohibits vendors from requesting exceptions to the Scope of Services. While the Department may negotiate non-material changes with the selected vendor following award, such modifications are not guaranteed and remain at the Department's discretion.

The Q&A document clarifies that vendors must comply fully with the established scope requirements without modifications as a condition of proposal submission. This strict adherence to scope specifications ensures that all proposals are evaluated on a consistent basis and that the Department receives the full range of perinatal mental health support services as originally defined in the solicitation.
